进一步加快开放型经济发展的若干政策意见

The Opinions of the People’s Government of Wenzhou on the Policies on Accelerating the Development of the Open Economy

各县（市、区）人民政府，市政府直属各单位：

The People’s Governments of all counties (cities and districts), and all the departments directly under the municipal administration:

为深入落实新发展理念，全面贯彻全省对外开放大会精神，进一步提高温州对外开放水平，加快发展更高层次的开放型经济，推动温州迈向高质量发展，根据《国务院关于积极有效利用外资推动经济高质量发展若干措施的通知》（国发〔2018〕19号）和《中共浙江省委、浙江省人民政府关于以“一带一路”建设为统领构建全面开放新格局的意见》（浙委发〔2018〕20号）、《浙江省人民政府关于促进外资增长的若干意见》（浙政发〔2018〕23号）等文件精神，现制定如下政策意见。

In order to better implement the new development concept, fully carry forward the spirit of the Opening-up Conference held by the provincial government, further improve the level of opening-up of Wenzhou, accelerate the development of the open economy in an even higher level and facilitate the high quality development of Wenzhou, according to the Circular Issued by the State Council on the Measures of Actively and Effectively Utilizing the Foreign Capitals to Promote the High Quality Economic Development (Issued by the State Council [2018] No. 19) and the Opinions of the CPC Committee and People’s Government of Zhejiang Province on Building a New Pattern of Comprehensive Openness Centered on the Belt and Road Initiative (Issued by the CPC Zhejiang Committee [2018] No. 20) and the Opinions of the People’s Government of Zhejiang Province on Promoting the Foreign Investment (Issued by the people’s government of Zhejiang [2018] No. 23), the following policies are formulated.

一、打造高质量外资集聚地

I. Create the high quality cluster for foreign investment

1.支持招引新动能重点项目。“三大产业领域”（战略性新兴产业、传统产业高端化和高成长型生产性服务业）实际固定资产投资超过3亿元（或实到外资超过1000万美元）、有独立法人资格的新增产业项目（不含产业园区类），从正式投产年度起5年内对其给予奖励，奖励额度前3年参照项目所形成地方综合贡献度总额确定，后2年减半。外商投资企业新设年度起两年内累计实到外资2000万美元以上（世界500强企业实到外资1000万美元以上），且投资我市“三大产业领域”项目，投产年度起5年内，对年个人薪酬形成的地方贡献度8万元以上的员工给予奖励，奖励额度分三档参照年个人薪酬形成的地方综合贡献度8万元（含）的部分、8万元至25万元（含）、超25万元所形成地方综合贡献度的50%、70%和100%确定。

1. Support the work of attracting new momentum key projects. The new industrial project (excluding industrial park project) in the “three major industrial areas” (the strategic emerging industries, the application of high-end technologies in the traditional industries and the high-growth productive service industries) with the actual fix-asset investment of more than RMB 300 million (with realized foreign investment of more than USD 10 million) and with independent legal personality, is to be rewarded within 5 years counted from the year of production, and the amount of the reward is defined by the total amount of the project’ s comprehensive contribution to the local economy in the first 3 years and plus the halved contributions in the following 2 years. For the foreign invested enterprises, which actually invest more than USD 20 million within two years counted from the founding year of such enterprises (or for the world’s top 500 enterprises actually investing more than USD 10 million within such two years) into Wenzhou’s “three major industrial areas”, the reward will be granted, within 5 years counted from the year when such enterprises start their businesses, to the employees of such enterprises who make more than RMB 80,000 of the comprehensive contribution to the location  economy, and the amount of which is defined as the 50%, 70% and 100% of such contributions respectively realized by three part of their remunerations: RMB 80,000, RMB 80,000 – RMB 250,000 and over RMB 250,000.

2.扩大重点领域外资招引。新引进的世界500强企业或总投资2亿美元以上的外商投资项目，当年实到外资1000万美元以上的，给予企业200万元奖励。新引进的独角兽企业外商投资项目，当年实到外资500万美元以上的，给予企业100万元奖励。在我市新设外商投资性公司（不含基金公司），按照每万美元实到外资奖1000元，给予不超过100万元的奖励。

2. Make more efforts to attract the foreign investment into the key areas. For the newly introduced project invested by a world’s top 500 enterprise, or for the foreign invested project valuing more than USD 200 million, a reward of RMB 2 million will be granted to the such enterprise if its realized investment of a year is more than USD 10 million. For the newly introduced project invested by a foreign unicorn enterprise, a reward of RMB 1 million will be granted to such enterprise if its actual investment in a year is more than USD 5 million. The newly established foreign invested enterprises (excluding foundation enterprises) will be rewarded with RMB 1,000 for each USD 10,000 of its realized investment, up to a maximum of RMB 1 million.

3.支持外商投资企业利润再投资。对境外投资者从中国境内居民企业分配的利润直接投资于国家鼓励类投资项目，符合规定条件的，实行递延纳税政策，暂不征收预提所得税。

3. Support the foreign invested enterprises to use their locally made profits for reinvesting in domestic projects. For the foreign investors who redistribute their locally made profits to directly invest into the project areas encouraged by the national government of China, if such investors meet all the conditions, then they are eligible for the tax deferral policy and temporarily exempt from the withholding income tax.

4.鼓励加大投资促进工作力度。鼓励各县（市、区）、市级功能区建立中介招商奖励机制，对成功引进重大外资项目的中介机构、中介人（不含政府部门及公职人员），1000万美元－5000万美元（不含）按照1‰－3‰、5000万美元以上的按照2‰－4‰进行奖励，单个项目奖励不超过300万元，奖励按项目进展情况分期兑现，以促进项目加快落地投产。

4. Vigorously support the commissioned investment promotion. Encourage all counties (cities and districts) and municipal functional areas to establish an incentive mechanism for commissioned investment promotion, and the reward will be granted to the intermediary agencies and intermediaries (excluding government departments and public officials) that successfully introduce major foreign investment projects, the amount of which is defined as the 1‰-3‰ of the project value if it ranges from USD 10 million to less than USD 50 million, and 2‰-4‰ of the project value if it is more than USD 50 million, an up to a maximum of RMB 3 million for individual project, such reward is to be cashed in installments based on the progress of the project in order to incentivize its implementation.

5.实施投资促进激励机制。对“三大产业领域”在温落地的高端装备制造业、战略性新兴产业、高新技术产业项目（不含产业园区类），固定资产投资达到1000万美元的外资项目并形成等值到位资金的，市本级财政按年度实到资金的0.5‰给予项目实施地政府、市级功能区管委会不超过150万元的奖励，用于补助工作经费。当年招引2个以上世界500强企业且当年均到资1000万美元以上的，再给予100万元的工作经费补助。

5. Set up the incentive mechanism for investment promotion. The municipal government is to grant the subsidy to the local government or to the management committee of the municipal functional area which attracts the foreign invested high-end manufacturing project, strategic emerging project or high-tech project (excluding the industrial park project) that is located in Wenzhou, has the fixed assets investment reaching USD 10 million and has realized the investment as much as its fixed assets investment, and the amount of such reward is defined as the 0.5‰ of the actually realized investment of a year, and up to a maximum of RMB 1.5 million. And another RMB 1 million will be granted as the subsidy to those attracting more than 2 world’s top 500 enterprises in that year, which actually invest more than USD 10 million in that year.

二、鼓励企业开展境外投资并购

II Encourage enterprises to engage in the overseas M&A or investment projects

6.高水平建设境外经贸合作区。引导和鼓励企业参与境外经贸合作区建设，鼓励我市境外经贸合作区招引温州符合产能输出导向的企业入驻。我市企业投资建设、新获批国家级和省级境外经贸合作区的，分别给予其投资主体奖励200万元、100万元。对我市企业和市外企业联合投资建设的境外经贸合作区，按照上述标准及我市企业的股份占比给予奖励，在“一带一路”国家建设境外经贸合作区的奖励标准上浮10%。

6. High-level construction of overseas economic and trade cooperation zone. Guide and encourage enterprises to participate in the construction of overseas economic and trade cooperation zones, and encourage the efforts to promote the enterprises of Wenzhou origin in line with the city’s strategy of exporting the production capabilities to invest in the economic and trade cooperation zones. The reward will be granted to the enterprises of Wenzhou origin which invest in the overseas economic and trade cooperation zones approved as the zones at national or provincial levels, the amount of which will be RMB 2 million and RMB 1 million respectively. The reward will be granted to the enterprises of Wenzhou origin which invest in the project of economic and trade cooperation zones jointly with enterprises from other cities or regions, and amount of which is jointly defined by the above-mentioned reward standard and the shares of such enterprise in these joint venture projects. For those investing in the economic and trade cooperation zones in the countries along the Belt and Road, the amount of reward will be 10% higher than the above-mentioned reward.

7.支持企业实施境外并购。温州企业发生境外并购金额在1亿元以上，取得目标企业所有权或经营管理控制权，总部在温或并购项目回归温州的，所发生的委托尽职调查、法律咨询、会计评估等费用给予50%、不超过80万元的事后奖励。对并购行为发生的银行中长期本外币贷款给予连续两年50%、总额不超过150万元的贴息奖励。

7. Support the enterprises to engage in the overseas M&A projects. The reward will be granted to the enterprises of Wenzhou origin which engage into the overseas M&A projects valuing more than RMB 100 million, gains the ownership or overriding management authority of the acquired enterprises, make such enterprises headquartered in Wenzhou or relocates such project back to Wenzhou, and such reward will be cashed in after these projects are secured and amount to 50% of their expenditures incurred during the due diligence, legal consultation and accounting evaluation etc., and up to a maximum of RMB 800,000. For the above M&A projects, the bank will provide 50% interest subsidy on medium and long-term loans in domestic and foreign currencies for two consecutive years, up to a maximum of RMB 1.5 million in total.

8.支持本土跨国公司发展。对列入省级本土跨国公司的企业给予100万元奖励。经市商务部门认定列入跨国公司重点培育对象、营业收入10亿元（含）-100亿元的企业给予5万元奖励，营业收入100亿元（含）以上的给予10万元奖励。对列入跨国公司培育库的企业因股权变更实现合并报表所产生的中介费用给予80%补助。

8. Support the development of the multinational corporations of local origin. The reward of RMB 1 million will be granted to the multinational corporations of local origin at the provincial level. For the potential corporations designated by the commercial department of Wenzhou as the key candidates receiving the prioritized support from the government to be the multinational ones, the reward of RMB 50,000 will be granted to those with operation revenues ranging from RMB 1 billion to RMB 10 billion, and RMB 100,000 to those with operation revenues no less than RMB 10 billion. And 80% of the commissions for consolidating the Statements of Operations due to the change in equities of these key enterprises will be subsidized by the government.

9.鼓励设立境外研发机构。对我市企业在境外新投资设立研发机构，实际投资达到50万美元（含）以上的，给予30万元补助。

9. Encourage enterprises to set up overseas R&D institutions. A reward of RMB 300,000 will be granted to the enterprises of Wenzhou origin which set up the overseas R&D institutions with actual investment of no less than USD 500,000.

三、加快培育外贸竞争新优势

III Accelerate the cultivation of new competitive advantages in foreign trade

10.支持企业参加重点展会。对我市企业参加市政府培育期（五年）内的自办展给予展位费全额补助，已举办五年以上的自办展展位费给予80%的补助。对我市企业参加市政府支持的重点国际性展会，展位费给予70%的补助，其中参加“一带一路”国家的展会给予80%的补助，境外每个展位补助最高不超过2.5万元，境内每个展位补助最高不超过8000元。同一展会每家参展企业最多补助6个标准展位。对企业自行参加“一带一路”国家的一般性国际性展会的，每个展位费给予60%、最高2.5万元的补助，其他地区的每个展位费给予50%、最高2万元的补助，同一展会每家参展企业最多补助4个标准展位。对单个境外重点国际性展会（不含自办展）最高补助总额不超过300万元，对单个一般性国际性展会和境内重点国际性展会最高补助总额不超过200万元。对参加市政府支持的境外自办展和重点国际性展会的企业给予人员费补助，其中境外展会举办地为亚洲地区的，每家企业给予0.8万元人员费补助，亚洲地区以外的，每家企业给予1.5万元人员费补助。对参加市政府支持的境外自办展和重点国际性展会的企业，给予展品运输费50%的补助，最高不超过2万元。

10. Support enterprises to participate in key exhibition events. The enterprises of Wenzhouorigin will be granted with the subsidies to cover all their booth fees for the exhibition events held within the cultivation period (five years) of the municipal government, and granted with the subsidies to cover 80% of the booth fees for the self-organized exhibitions that have been held for more than five years. The enterprises of Wenzhou origin will be given with the subsidies to cover 70% of the booth fees if they participate in the key international exhibition events supported by the municipal government and with the subsidies to cover 80% of such fees if they participate in the exhibition events held in the countries alone the Belt and Road, with such subsidy up to a maximum of RMB 25,000 for individual booth in internationally held events and of RMB 8,000 for individual booth in domestically held exhibition events. Such subsidy is granted to each enterprise to cover its costs of 6 standard booths in maximum for individual exhibition event. The subsidy will be granted to the enterprise to cover 60% of its booth cost if it participates into the general exhibitions held in the countries along the Belt and Road and up to a maximum of RMB 25,000, and such subsidy will be granted to the enterprise participating into the exhibition events held in other regions to cover 50% of such cost and up to a maximum of RMB 20,000, and such subsidy is granted to each enterprise to cover its cost of 4 standard booths in maximum for individual exhibition event. The subsidy to those participating into each internationally held key exhibition event (excluding self-organized event) will be no more than RMB 3 million, and to those participating into each internationally held general exhibition event or into domestically held key international event will be no more than RMB 2 million. A subsidy of RMB 8,000 will be granted to the personnel of each enterprise which participates into the key international exhibition event or self-organized exhibition event supported by municipal government and held in Asian countries, and a subsidy of RMB 15,000 to the personnel of each enterprise which participates into such event held in countries of other regions. A subsidy will be granted to the enterprise participating into the key international exhibition event or self-organized exhibition event supported by municipal government to cover its 50% of the fees for shipping its exhibition items to such event, and up to a maximum of RMB 20,000.

11.支持跨境电子商务发展。鼓励企业建设公共海外仓，对新认定的市级跨境电商公共海外仓试点的投资主体，给予50万元的奖励，对在“一带一路”国家的公共海外仓试点，奖励额度再增加10万元。对市区跨境电商代理企业开展9610业务给予工作经费补助，补助资金由企业属地财政负担，具体办法由属地政府另行制定。对市区跨境电商企业发生国际物流费用年度奖励达到15%以上的跨境电商物流企业（含物流分公司），给予国际物流费用10%的补助，金额不超过500万元。

11. Support the development of cross-border e-commerce business. Encourage enterprises to build the public warehouse facilities in foreign countries, and a reward of RMB 500,000 will be granted to those investing in the pilot projects of the overseas public warehouse facilities for cross-border e-commerce, and another RMB 100,000 will be granted to those investing in such projects located in the countries alone the Belt and Road. The subsidy will be granted to the cross-border e-commerce agencies of Wenzhou engaging in the 9610 business, which is disbursed by the government of the district where such enterprises have registered, and its amount is defined as per the standard specified by the local government. For the cross-border e-commerce logistic enterprises (including their branches operating in Wenzhou) which register in the downtown area of Wenzhou and subsidize 15% of the international logistic expenditures of the cross-border e-commerce enterprises operating in the downtown of Wenzhou, the subsidy will be granted to cover the 10% of such logistic subsidies given by these logistic enterprises, and up to a maximum of RMB 5 million.

12.支持企业自主品牌出口。对企业商标国际注册给予最高80%、不超过15万元的奖励。企业新获得各类国际认证的，对所产生的认证、检测等相关费用给予80%、不超过20万元的奖励。对新获浙江出口名牌、温州出口名牌称号的企业分别给予15万元、5万元的奖励。

12. Support the enterprises to export the self-branded products. The reward will be granted to the enterprises registering their trademarks internationally, and the amount could be high up to 80% of the fees for such registration, and up to a maximum of RMB 150,000. The reward will be granted to the enterprises which have acquired international certificates, and the amount could be high up to 80% of the expenditures relevant to the certification processes and no more than RMB 200,000. A reward of RMB 150,000 and RMB 50,000 will be granted respectively to the enterprises newly acquired the title of “Zhejiang Famous Export Brands” and “Wenzhou Famous Export Brands”.

13.支持新型外贸公共服务平台建设。我市新获国家级、省级和市级外贸转型升级基地（试点），分别给予100万元、50万元和30万元的补助，用于扶持基地内公共服务平台和重点转型升级项目。鼓励我市外贸集装箱对接“义新欧”班列，具体政策待省里新的政策和新的平台明确后另行制定。

13. Support the construction of the public service platform for new forms of foreign trade. The subsidy of RMB 1 million, RMB 500,000 and RMB 300,000 will be granted respectively to the foreign trade upgrading and transformation (pilot) base at the national, provincial and municipal levels respectively, which are used to support the public service platform and key upgrading and transformation project located in the base. Encourage the utilization of the YXE International Container Train for shipping the foreign trade container from Wenzhou, and the policies in this regard will be defined based on the policies introduced by the provincial government.

14.支持进口商品集散中心建设。支持海关特殊监管区为商品进口提供保税服务，引进知名进口跨境电商平台落户，可按“一事一议”予以支持。对经认定的市级进口商品市场年进口商品总额达到5亿元、10亿元、20亿元的，分别给予50万元、100万元、200万元的奖励。培育一批进口龙头商贸企业，对年进口商品销售额达5000万元以上、拥有一种以上进口商品全国总代理的进口企业，经认定后给予50万元的补助。

14. Support the construction of distribution centers for imported goods. Support the special customs supervision area to provide the bonded services to the imported goods, and those introducing the famous cross-border e-commerce enterprises to invest in Wenzhou are eligible for the preferential policies tailored for the specific cases. The reward of RMB 500,000, RMB 1 million and RMB 2 million will be granted respectively to the municipally designated market of imported goods with the annual value of imported goods reaching RMB 500 million, RMB 1 billion and RMB 2 billion. Make efforts to cultivate some leading trade and commerce enterprises, and the subsidy of the RMB 500,000 will be granted to such leading enterprises which act as the national general agents for more than one imported goods and sell the imported goods valuing more than RMB 50 million a year.

15.扶持进口指定口岸发展。进口额补助：对通过温州指定口岸查验进口的肉类、水果、水生动物、冰鲜产品商品，每进口1美元货物给予境内收货人0.3元、不超过300万元的奖励。运费补助：对从温州港近洋线或宁波港（含舟山港）海上全程提单进口至温州港的，分别给予境内收货人2800元/大柜、2100元/小柜的运输补助；冷链货物运输，在自然箱补助标准基础上增加900元/大柜、600元/小柜的补助；对通过温州航空口岸进口水生动物、冰鲜水产品的境内收货人给予航空运费补助，其中亚洲区域内运输的每公斤补助30元，亚洲区域外运输的每公斤补助40元；以上运费补助每家最高100万元。

15. Support the development of designated import port. Subsidy for the imported goods: a subsidy of RMB 0.3 will be granted to the domestic consignee who clears the customs in the import port designated by municipal government for each USD 1 worth of meat, fruit, aquatic animal and iced and fresh product, and up to a maximum of RMB 3 million. Shipping subsidy: such subsidy will be granted to the domestic consignee who imports goods directly from the near-sea shipping line or directly from Ningbo Port (including Zhoushan Port) to Wenzhou Port, and the amount of which is RMB 2800 for each big container and RMB 2100 for each small container; an extra RMB 900 and RMB 600 will be granted respectively for each big container and small container for the cold chain transportation; the subsidy will be granted to cover the shipping cost of the domestic consignee who imports aquatic animal and iced and fresh goods from the aviation port of Wenzhou, and the amount of which is RMB 30 for each kilogram of such goods shipped from within Asian region and RMB 40 for each kilogram shipped from outside of Asian region; and the maximum of such subsidy for each consignee is RMB 1 million.

16.支持服务贸易发展。对经商务部注册认定的服务外包企业，年度离岸服务外包合同执行额50万美元以上的，每万美元奖励500元，每家最高不超过100万元。新认定为国家、省级文化出口重点企业连续三年给予奖励，奖励额度分别参照其形成地方综合贡献度的70%、30%确定；加快服务贸易发展基地培育，对入选省级服务贸易发展基地的，奖励50万元。

16. Support the development of service trade industry. The reward will be granted to the service outsourcing enterprises which have been recognized by the Ministry of Commerce as the service outsourcer and executed the offshore service outsourcing contracts valuing more than USD 500,000 a year, and such reward amounts to RMB 500 for each USD 10,000, and up to a maximum of RMB 1 million for individual enterprise; the culture enterprises which are newly recognized as the national or provincial key enterprises and have international businesses are eligible for the reward in three consecutive years, amounting to 70% or 30% of their comprehensive contributions to the local economy; accelerate the construction of the service trade industry development base, and a reward of RMB 500,000 will be granted to those recognized as such base at provincial level.

17.完善外贸预警机制。企业投保出口（投资）信用保险的，给予保费50%的补助，其中对涉美出口信用保险的保费给予80%的补助，单个企业保费补助最高不超过100万元。扩大小微企业出口信用保险覆盖面，将上年度出口额500万美元以下的企业纳入全市出口信用保险政府联保平台，对参保企业的保费给予全额补助。积极应对国际贸易摩擦，对我市企业、行业协会参加重点境内外贸易救济案件应对活动发生的律师费给予70%、不超过100万元的补助。

17. Improve the foreign trade early warning mechanism. A subsidy will be granted to cover the 50% of insurance premium of the enterprises applying for the export (investment) credit insurance and to cover 80% of the insurance premium of such enterprises doing businesses related to the USA, and to a maximum of RMB 1 million for individual enterprise. Expand the coverage of export credit insurance for the micro and small enterprises, building a municipal co-insurance platform to incorporate the enterprises with the value of export less than USD 5 million and to cover all the insurance premium of the insured enterprises on this platform. Actively prepare to deal with international trade fictions and grant the subsidy to cover 70% of the attorney fees paid by the enterprises or industrial associations engaging in the relief cases in this regard, and up to a maximum of RMB 1 million.

附则

By-laws

1．关于政策适用对象。文中所指企业为申报时注册地和财政收入在温州市区范围内、具有独立法人资格企业（除本政策条款有明确规定除外），台资、外资企业享受同等待遇。房地产企业（项目）、“亩均论英雄”综合评价C、D类企业、列入严重失信名单的企业均不享受本政策全部条款。企业申请奖补须符合并承诺不存在严重性质的违法用地违法建设、不存在未经审批擅自改变功能和当年未发生安全生产、食品安全、环境污染等重大责任事故、未发生较大群体性事件情况。严重失信名单、“亩均论英雄”评价结果名单以奖补项目公示截止前政府提供的最新名单为审核节点。在奖补公示截止前将企业注册地搬离和未在要求时间内在温州市产业政策奖励兑现系统填报相关数据和不符合奖补资格的，不予奖补。除政策条款有明确指出外，原则上行政单位不作为奖补对象。

1. The subjects eligible for the Policies. The enterprises referred above are those registering and reaping their profits in the downtown area of Wenzhou and having independent legal personalities (unless specified otherwise by the Policies), the enterprises invested by Taiwanese or by those from other countries are eligible for the same preferential treatments. The Policies are not applicable to real estate enterprises (projects), the enterprises classified as C or D in the campaign to evaluate their performances in each mu of land and the enterprises blacklisted for the compromised integrity. All those applying for the reward or subsidy shall be clear of any illegal land usage, any illegal construction, any unauthorized change of function, any major accident related to production safety, food safety or environmental pollution and any mass disturbance incident. The latest version of the blacklist of the enterprises with compromised integrity and the latest result of the performance evaluation for each mu of land shall be applicable for the review of such applicants following government’s public announcement of the items for the reward or subsidy. The reward or subsidy specified in the Policies shall not be applicable to those relocating themselves out of the originally registered location before the deadline of such public announcement, or not filling in the necessary information in the Industrial Preferential Policies Cashing-in System of Wenzhou within the required period of time, or not meeting the conditions for such reward or subsidy. Unless specified by the Policies otherwise, the administrative unit, in principle, will not be eligible for the reward or subsidy.

2．关于奖补资金用途、拨付和兑付时间。奖补资金用于支持企业高质量发展。各奖补项目组织申报时间以具体申报通知或指南为准，原则上在温州市产业政策奖励兑现系统限时办理。资格定补类项目随时受理，即申请即兑付。按年度投入或产出基数奖补的数据核校类项目可安排在次年组织申报，鼓励实行分期或按比例预拨奖补。奖补资金除正文条款中明确由市财政承担外，均按照现行财政体制分担，各级都必须及时足额到位。

2. The times of appropriating and cashing in the reward or subsidy and their usages. The reward and subsidy are disbursed to support the high-quality development of enterprises. The application for the reward or subsidy shall be submitted within the period of time specified in the relevant announcement or guideline released by the government, which, in principle, shall be submitted within the period of time allowed in the Industrial Preferential Policies Cashing-in System of Wenzhou. There is no specific requirement on the timing of submitting the application for the recognition of qualification, which could be granted as soon as such application passes the review. The application for the reward or subsidy which is granted based on the verified annual input or output could be submitted in the year following the year when the enterprise achieves such input or output, and it is encouraged to disburse such reward or subsidy in installment or to proportionately do so in advance. Unless specified in the Policies to be disbursed by the municipal government, the subsidy and reward shall be disbursed by local government under the existing fiscal system and be done on time and in full.

3．关于重复、叠加和进等奖励。5年内同一项目符合本政策两项或两项以上扶持条款的，可执行最高额，但不重复享受。同一企业不同项目符合本政策两项或两项以上扶持条款的，可叠加执行。5年内同一企业以同一名义（项目）在区级（含功能区）、市级获得财政奖励后又获得更高等次奖励认定的，各级已奖励部分视作已配套，仅补足奖励差额部分。5年内同一奖项（认定）在低等次已作奖励的，晋升到高等次时，只奖励差额部分。5年内本政策与市级其他政策对同一个企业（项目）的同类型奖励出现重合时，就高执行，不重复享受。同一企业（个人）以同一年度的地方综合贡献度作为参照依据的各奖补项目、以同一年度的银行贷款利息作为依据的各贴息奖补项目、以同一年度的技改投入作为依据的各奖补项目，奖补金额就高执行，不重复享受；同时符合市区两级政策（含“一事一议”）的，奖补金额就高执行不叠加。注册时间三年以上的企业同一年度所获奖补资金总额（含市、区两级）以其上一年度形成的地方综合贡献度为上限。

3. The addition, accumulation and scaling-up of the rewards. If the same project, within 5 years, meets two or more of the provisions of the Policies, then the reward with the highest amount will be granted for such project while the rewards with less amounts will be no longer available. The different projects of an enterprise, which meet two or more of the provisions of the Policies, are respectively eligible for these rewards. The enterprise, which has already gained the access to the reward disbursed by the government of district (or functional area) or city for one project, later becomes eligible for the same reward at higher level within 5 years counted from the year when the first reward was granted, then the acquired reward will be counted into the amount of such reward at higher level and the balance will be compensated. The subject, which has already been rewarded (or recognized with certain qualification) at the lower level and then becomes eligible for the reward at the higher level within 5 years counted from the year when the first reward was granted, will only be eligible for the balance between the rewards at lower and higher levels. The enterprise (project), which is eligible for both the rewards specified in the Policies and other rewards made available by the municipal government, will become eligible only for the reward with the highest amount. For the reward granted based on the comprehensive contribution to the local economy in the same year, the subsidy for the interest of the bank loans in the same year and the reward for investing in upgrading the technology, the enterprise (individual) will only be eligible to such reward or subsidy with the highest amount; those eligible for the reward or subsidy specified in both district and municipal policies will only be entitled for the reward or subsidy with the highest amount. The reward or subsidy granted, in the same year, to the enterprise registered for more than three years should be no more than its comprehensive contribution to the local economy in the previous year.

4．关于部分名词的界定。本政策凡涉及“500强”“100强”等排名表述的，均以上年度排名为准。“地方综合贡献度”均指企业实现的增加值、营业收入、利润总额所形成的地方留成部分（规费除外）、人才贡献、科技创新投入、就业贡献等。“贷款贴息”指按贷款合同参照定价的贷款市场报价利率（LPR），除明确按实际发生利率计除外。“省级”指浙江省级。“市级”指温州市级。“以上”均包含本数。“独角兽企业”指新经济领域国际权威榜单当年或上年认定的独角兽企业或成立时间原则上不超过10年、获得过股权投资且尚未上市、市场估值超过10亿美元的高成长型创业企业。国际性展会标准展位按1个展位9平方米计算。

4. Definition of some terms. All the expressions regarding the rankings in the Policies such as the “Top 500” and “Top 100” etc. shall be subject to the rankings of the previous year. The “comprehensive contribution to the local economy” refers to the enterprises’ added values, operation revenues, part of the total profit retainable to the local government (excluding the fees required by the government), talents contribution, R&D investment and jobs created etc. The “interest subsidy” refers to the interest calculated based on the loan prime rate (LPR) as per the loan contract, unless specified as the actual interest rate of the time. The “provincial level” refers to that of Zhejiang Province. “Municipal level” refers to that of Wenzhou. The “more than XXX” refers to a range starting from that number. The “unicorn enterprise” refers to the enterprise included in the internationally authoritative listings of such enterprise in economic circle or the one which has been founded for less than 10 years, acquired equity investment, not gone public yet, valued more than USD 1 billion and been growing fast. The size of a standard booth in the international exhibition event is defined as 9 m².

5．本政策自印发之日起施行，有效期至2022年12月31日，相关实施细则另行制定。本政策由温州市人民政府负责解释，具体由市政府办公室商市商务局、市投促局等部门执行。本政策施行前，已按相关程序确定支持（包括有连续年限、符合条件但未兑现完毕）的项目，按原政策兑现，除此之外新申请的奖补项目，按本政策执行。本政策发布后，其他我市已发布的各相关市级产业政策与本政策不一致的，以本政策为准。本政策施行过程中如遇上级有法律法规和重大政策变化，本政策也作相应调整。

5. The Policies shall come into force on the date of issuance, and shall be valid until December 31, 2022, and the specific measures of implementation shall be formulated separately. The Policies shall be interpreted by the People’s Government of Wenzhou, and the specific works shall be undertaken by the Wenzhou Bureau of Commerce and the Wenzhou Investment promotion Bureau etc. Prior to the Policies, if the project is already eligible to the preferential treatment specified by existing policies, then it shall be rewarded or subsidized as per such policies (including the project with the reward period extending into the year when the Policies come into effect or the project with the reward not fully cashed in), otherwise, the project which is launched after the Policies come into effect shall be rewarded and subsidized as per the Policies. The Policies will prevail if it doesn’t agree with the existing municipal industrial policies. The Policies is subject to adjustment corresponding to any adjustment of the law, regulation or policy at higher level.
