Policies and Opinions of Wenzhou Municipal People's Government on Comprehensively Accelerating Scientific and Technological Innovation and Promoting High-quality Development of Industrial Economy

各县（市、区）人民政府，市政府直属各单位：为贯彻落实新发展理念，深入实施创新驱动发展战略，以新时代“两个健康”先行区、国家自主创新示范区、环大罗山科创走廊建设为主载体，加快传统制造业重塑和战略性新兴产业培育，促进我市工业经济高质量发展，制定如下政策意见。

To all people's governments of county (municipal, district) level and all units directly under the municipal government: In order to implement the new development concept and further implement the innovation-driven development strategy, the following policies and opinions are hereby formulated with the construction of the "Two health" pioneering zones in the new era, the national independent innovation demonstration area and the construction of Wenzhou Sci-tech Innovation Corridor around Daluo Mountain as the main carriers, to accelerate the reshaping of traditional manufacturing industry and the cultivation of strategic emerging industries, as well as to promote the high-quality development of the industrial economy in Wenzhou.

一、强化创新驱动发展

I. Strengthen innovation-driven development

1.支持核心技术攻关研究。每年择优遴选不超过25%的基础性科研项目予以立项，每个项目根据立项申请额度，市级财政给予不超过10万元补助。在“5+5+N”领域实施市级重大科技创新攻关项目，按照项目评审结果分三类给予不超过500万元、300万元和100万元的补助，其中企业承担的转化应用类项目补助比例不高于项目总经费25%；从中单列10个左右项目专项用于自创区（科创走廊）（以下简称“一区一廊”）内两大主导产业领域，单列项目给予研发投入（不含财政补助）35%、不超过500万元的补助。以第一项目完成单位获得国家自然科学、技术发明和科学技术进步一、二等奖的，分别奖励300万元、200万元；以第一项目完成单位获得省自然科学、技术发明和省科学技术进步一、二、三等奖的，分别奖励80万元、进一步元、30万元；获得省科技大奖的奖励100万元。

1. Support core technology research. Select up to 25% of the basic scientific research projects to be established each year, and each project will be subsidized by no more than 100,000 yuan from the municipal finance according to the application amount of the project. Implement the municipal scientific and technological innovation research projects in the "5+5+N" fields, and the subsidies of not more than 5 million yuan, 3 million yuan and 1 million yuan will be given in three categories according to the results of the project evaluation, of which the proportion of subsidies for transformation and application projects undertaken by enterprises shall not be higher than 25% of the total project funds; About 10 separate projects shall be separately listed for the two leading industrial fields in the national independent innovation demonstration zone (Scientific Innovation Corridor) (hereinafter referred to as "One Zone and One Corridor"). , and 35% of R&D investment (excluding financial subsidies) and no more than 5 million yuan are subsidized for the projects listed separately. For the units completing the first project and winning the first and second prizes for national natural science, technological inventions and scientific and technological progress, they will be awarded 3 million yuan and 2 million yuan respectively. For the units completing the first project and winning the first, second and third prizes for the provincial natural science, technological inventions and provincial scientific and technological progress, they will be awarded 800,000 yuan, 500,000 yuan and 300,000 yuan respectively; The unit winning the top provincial science and technology award will be awarded 1 million yuan.

2.引导企业加大研发投入。对企业的R&D投入，按照在浙江省企业研究开发项目信息管理系统录入、税务部门认定的上年度允许加计扣除研发费用（核查调减部分相应扣除）的10%给予不超过300万元的补助。经认定的企业自主的省级以上创新载体，每年为温州其他企业提供公共服务超出500万元的部分，按照提供公共服务合同执行额的20%给予不超过200万元的奖励。新认定的省级重点企业研究院按省财政补助资金1:1予以配套；

2. Guide enterprises to increase investment in research and development. For the R&D investment of enterprises, a subsidy of not more than 3 million yuan shall be given to 10% of the R&D expenses allowed to be deducted (with the corresponding deduction for the verification and reduction part) in the previous year as determined by the tax department according to the input in the information management system of enterprise R&D projects in Zhejiang Province. The recognized independent innovation carriers at or above the provincial level will be rewarded with no more than 2 million yuan according to 20% of the execution of the public service contract for the part that provides more than 5 million yuan of public services to other enterprises in Wenzhou every year. The newly recognized provincial key enterprise research institutes shall be provided with the capital completion at the rate of 1:1 of the provincial financial subsidy fund;

新认定的省级企业研究院、高新技术企业研发中心分别奖励40万元、20万元，其中“一区一廊”内新认定的省级企业研究院给予100万元奖励。对“一区一廊”内新认定（含验收通过）的省级重点企业研究院，自获批建设（验收通过）年度次年起，3年内根据实际研究情况，给予不超过300万元经费补助。围绕战略性新兴产业、传统产业高端化和高成长型生产性服务业，以竞争性分配方式每年遴选不超过10个产业项目，每个项目三年内税务部门认定的实际研发投入不得少于1000万元，按照项目三年内实际研发投入的25%给予一次性奖励，单个项目奖励不超过500万元，其中软件企业三年实际研发投入门槛可降至800万元。每年在“一区一廊”内重点支持10项左右总投入不低于5000万元、软投入（研发支出和人力资本）强度不低于1000万元的重大科技成果产业化项目，给予软投入1:1、最高3000万元的资金支持。企业研发的设备认定为国内、省内首台（套）产品的，分别奖励100万元、50万元，新认定为省级新材料首批次项目的奖励50万元。

The newly recognized provincial enterprise research institute and the high-tech enterprise research and development center will be rewarded with 400,000 yuan and 200,000 yuan respectively, of which the newly recognized provincial enterprise research institutes in the "One Zone and One Corridor" will be rewarded with 1 million yuan. For the newly recognized provincial key enterprise research institutes in the "One Zone and One Corridor" (including those passed the acceptance inspection), the financial subsidies of no more than 3 million yuan will be given within 3 years depending on the actual research situation starting from the following year of the year when the construction (passing the acceptance inspection) is approved. Focusing on strategic emerging industries, high-end traditional industries and high-growth productive service industries, no more than 10 industrial projects are selected each year through competitive distribution. The actual research and development investment recognized by the tax department for each project within three years shall not be less than 10 million yuan, and a one-time award shall be given at the rate of 25% of the actual research and development investment within three years of the project. The award for a single project shall not exceed 5 million yuan, of which the threshold for actual research and development investment for software enterprises in three years can be lowered to 8 million yuan. Every year, for about 10 major scientific and technological achievements industrialization projects with a total investment of not less than 50 million yuan and a soft investment (research and development expenditure and human capital) intensity of not less than 10 million yuan will be supported in the "One Zone and One Corridor", a soft investment at the rate of 1:1 and a maximum of 30 million yuan will be given. If the equipment developed by the enterprise is recognized as the first unit (set) of product in China and the province, it will be awarded 1 million yuan and 500,000 yuan respectively, and 500,000 yuan will be awarded for the first batch of projects newly recognized as new materials at the provincial level.

3.多渠道展开科技合作。新认定的国家级、省级国际科技合作基地、引才育才基地分别奖励200万元、100万元。入驻国家大院名校温州联合研究院的运营主体，市财政按照年度绩效考核优秀、良好、合格分别给予500万元、400万元、300万元奖励。“一区一廊”内企业在海内外创新资源集聚地区建设离岸（海外）创新孵化中心、联合实验室、研发基地等创新平台，经认定给予不超过3年每年最高300万元奖励。承担企业委托研发项目的在温高校、科研院所（含新型研发机构），按照企业实际支付项目资金10%奖励课题承担机构和重要贡献人员。

3. Conduct scientific and technological cooperation through multiple channels. The newly recognized national and provincial international scientific and technological cooperation bases and talent introduction and cultivation bases will be awarded 2 million yuan and 1 million yuan respectively. The municipal finance will give 5 million yuan, 4 million yuan and 3 million yuan respectively to the performance level of excellent, good and pass in the annual performance appraisal for the operating entities in Wenzhou Joint Research Institute of Major National Famous Schools. For the enterprises in the "One Zone and One Corridor" built the innovation platform such as the offshore (overseas) innovation incubation centers, joint laboratories, research and development bases and so on in areas with agglomeration of innovation resources at home and abroad, they will be awarded a maximum of 3 million yuan per year for no more than 3 years. For the universities and research institutes (including new research and development institutions) in Wenzhou that undertake research and development projects entrusted by the enterprise, the project undertaking institutions and important contributors will be rewarded at the rate of 10% of the project funds actually paid by the enterprise.

4.鼓励建设新型研发机构。鼓励国内外高校院所（包括军队院校和科研院所）、跨国公司、央企、民企及院士、“万人计划”人才及其团队等在温布点或合作设立具有独立法人资格、研发经费支出不低于收入的15%、固定研发人员占总人数30%以上、研发服务收入占营业收入比例不低于50%的新型研发机构。对新型研发机构年度评价前十的按照上年度非财政经费支持的研发经费支出给予20%、不超过500万元的奖励，特别重大的创新项目可“一事一议”。“一区一廊”内具有独立法人资格、符合两大主导产业发展方向、引入核心技术并配置核心科研团队的研发机构或研发总部，由市政府“一事一议”确定支持方式和额度。

4. Encourage the construction of new research and development institutions. Encourage colleges and universities at home and abroad (including military academies and research institutes), multinational companies, central enterprises, private enterprises and academicians, talents of "Thousand Talents Program" and "Ten Thousand Talents Program" and their teams to set up locations in Wenzhou or cooperate to set up new research and development institutions with independent corporate capacity, research and development expenditure of not less than 15% of the income, fixed research and development personnel of more than 30% of the total staff, and research and development service income of not less than 50% of the operating income. For the top 10 in the annual evaluation of new research and development institutions, a reward of 20% and no more than 5 million yuan of the research and development expenditure supported by non-financial funds in the previous year will be awarded. For those particularly important innovation projects, the "mode of one matter at a time” can be adopted. For the research and development institutions or research and development headquarters with the status of an independent legal entity in the “One Zone and One Corridor” and conform to the development direction of the two leading industries and have introduced the core technologies and configured the core scientific research teams, their support method and amount shall be determined by the municipal government by adopting “the mode of one matter at a time”.

二、提高产业平台支撑力

5.做强重大产业平台。成功列入省“万亩千亿”新产业平台创建名单的，市财政按照获批创建资格、通过验收命名两个节点分别奖励120万元、180万元。新认定的省级特色小镇，位于市区的，市财政奖励400万元；位于县（市）的，市财政奖励200万元；分入选创建名单、创成后两个节点分别奖励40%、60%。开展传统制造业产业集群发展示范试点遴选，每年从县（市、区）和省级产业集聚区中竞争性遴选不超过3个优秀地区，市财政给予每个地区650万元资金支持，获支持地区按照至少1:1配套扶持传统制造业重塑。市财政每年统筹安排1000万元，按照结果导向、竞争性分配用于支持“一区一廊”争创上级各类创新载体。

5. Strengthen the major industrial platforms. For those successfully included in the list of "Ten thousand mu of space and more than 100 billion yuan of output" new industrial platforms in the province, the municipal finance will offer the reward of 1.2 million yuan and 1.8 million yuan respectively according to two nodes of the approved creation qualification and the naming passing the acceptance. For the newly recognized provincial-level characteristic town located in the urban area, they will be awarded 4 million yuan by the municipal finance; for those located in the county (city), they will be awarded 2 million yuan by the municipal finance; They will be awarded at the rate of 40% and 60% respectively at two nodes of being selected into the creation list and after establishment. Carry out the selection of demonstration pilot projects for the development of traditional manufacturing industry clusters; No more than 3 excellent regions will be selected competitively from the county (city, district) and provincial industrial clusters each year, and the municipal finance will give each area 6.5 million yuan of financial support, and the supported areas shall enjoy the supporting measures at the rate of at least 1: 1 for the reshaping of traditional manufacturing industry. The municipal finance shall make the overall arrangements for 10 million yuan each year, which shall be used in the various innovative carriers at higher levels in the “One Zone and One Corridor” areas by the dimension of result-oriented and competitive allocation.

6.创建公共创新平台。新认定的国家级技术创新中心奖励1000万元。新认定的省级产业创新中心、制造业创新中心分别奖励300万元、500万元，国家级翻倍奖励。新认定的国家级、省级企业技术中心奖励300万元、30万元，每年市区遴选2家以内市级制造业创新中心和20家以内市级企业技术中心，分别给予100万元和10万元奖励。新认定的重点实验室（工程技术研究中心）、工程实验室（工程研究中心），分别按照国家级800万元、国家地方联合500万元、省级300万元、市级50-100万元的标准给予补助，其中市级重点实验室（工程技术研究中心）按项目建设进度分段拨付。列入市级产业创新服务综合体创建的，3年建设期内通过年度考核，市财政每年补助100万元；其中“一区一廊”范围内年度考核优秀的，市财政再给予补助200万元。对市级以上重点实验室（工程技术研究中心）、科技企业孵化器、众创空间（星创天地）、企业技术研究开发机构分别开展绩效评价，市财政给予评价结果前10%的载体各15万元奖励，其中评价结果前10%的市级以上重点实验室（工程技术研究中心）每年支持两项市级基础性科研项目。市级创新载体使用高质量发展创新券对外开放服务的，市财政给予兑现额30%的奖励。新认定的国家级、省级中小企业公共服务示范平台分别奖励50万元、30万元。认定为省级产业技术联盟的，奖励牵头单位50万元。

6. Build the public innovation platforms. The newly recognized national technology innovation center will be awarded 10 million yuan. The newly recognized provincial industrial innovation centers and manufacturing innovation centers will be rewarded with 3 million yuan and 5 million yuan respectively, and the ones of national level will be doubled. The newly recognized national and provincial enterprise technology centers will be rewarded with 3 million yuan and 300,000 yuan. Every year, no more than 2 municipal manufacturing innovation centers and no more than 20 municipal enterprise technology centers shall be selected in urban areas, which shall be rewarded with 1 million yuan and 100,000 yuan respectively. The newly recognized key laboratories (engineering technology research centers) and engineering laboratories (engineering research centers) shall be subsidized at the standards of 8 million yuan for national level, 5 million yuan for the joint national and local level, and 3 million yuan for provincial level and 0.5-1 million yuan for municipal level respectively, of which the municipal key laboratories (engineering and technology research centers) will be allocated in sections according to the project construction progress. For those constructed in the list of municipal industrial innovation service complexes, and passed the annual assessment during the 3-year construction period, they shall be subsidized 1 million yuan each year by the municipal finance; Among them, those assessed as excellent in the range of "One Zone and One Corridor", the municipal finance will give another subsidy of 2 million yuan. Conduct performance evaluation on key laboratories (engineering technology research centers) above the municipal level, science and technology business incubators, maker spaces (rural maker spaces) and enterprise technology research and development institutions respectively, and the municipal finance shall give a reward of 150,000 yuan to each of the top 10% in the evaluation results. Among them, the top 10% key laboratories (engineering technology research centers) above the municipal level in the evaluation results will enjoy the support of two municipal basic scientific research projects every year. If the municipal innovation carrier opens up to the outside with high-quality development innovation vouchers, the municipal finance shall give a reward of 30% of the cash amount. The newly recognized national and provincial public service demonstration platforms for small and medium-sized enterprises will be awarded 500,000 yuan and 300,000 yuan respectively. For those recognized as the provincial industrial technology alliance, the leading unit will be rewarded 500,000 yuan.

7.提高小微企业园运营管理水平。对亩均税收达到30万元以上的小微企业园（建筑面积1500平方米折算1亩）给予运营管理单位奖励，奖励额度为园区环比新增地方综合贡献度，连续奖励最多3年；无配套和物业管理的园区不予奖励。首次评定为五星、四星级小微企业园的，分别给予运营管理机构100万元、50万元奖励。完成小微企业园数字化建设并达到规范级要求的，给予运营管理机构30万元补助。

7. Improve the operation and management level of micro and small enterprises park. For micro and small enterprises park with an average tax revenue of more than 300,000 yuan per mu (with a construction area of 1500 square meters converted into 1 mu), the operation and management unit shall be rewarded with the amount of reward to be the newly created local comprehensive contribution in the zone over the same period, and the reward shall be continuously given for up to 3 years; Zones without supporting facilities and property management will not be rewarded. For those micro and small enterprises park rated as five-star and four-star grade for the first time, the operation and management organizations will be awarded 1 million yuan and 500,000 yuan respectively. For those completed the digital construction of small and micro enterprises park and meet the requirements of the standard level, the operation management organizations will be given a subsidy of 300,000 yuan.

8.搭建工业互联网平台。新认定国家级、省级、市级工业互联网平台分别奖励200万元、100万元、50万元。制造业企业接入、使用市级以上行业级、区域级工业互联网平台的，按照当年合同金额的30%给予不超过50万元的补助。新建成工业互联网标识解析二级节点的奖励200万元。

8. Build an industrial Internet platform. The newly recognized national, provincial and municipal industrial Internet platforms will be rewarded with 2 million yuan, 1 million yuan and 500,000 yuan respectively. Those manufacturing enterprises that access and use industrial and regional industrial Internet platforms above the municipal level shall be given subsidies not exceeding 500,000 yuan at the amount of 30% of the contract amount of the current year. The newly built industrial Internet identifier resolution with secondary node will be rewarded with 2 million yuan.

三、提速产业动能转换

9.培育战略性新兴产业发展。市区“3+12”产业平台战略性新兴产业年增加值每20亿元市财政给予100万元奖励，最多奖励500万元。战略性新兴产业项目新列入国家级重大产业发展专项的奖励50万元；新列入省重大产业项目的，按项目获得用地奖励指标给予1万元/亩、最高200万元奖励；年度实际固定资产投资超过1.5亿元的，给予100万元补助，单个项目最多补2年。新认定的规上战略性新兴企业，保持两年在库的，奖励10万元。滚动建立战略性新兴产业企业重点提升库，对当年提升库内企业实现战略性新兴产业年产值首次超过3000万元且增速超20%的，奖励30万元。

9. Cultivate the development of strategic emerging industries. For every annual added value of 2 billion yuan created by the strategic emerging industries on the urban "3+12" industrial platform, 1 million yuan will be rewarded by the municipal finance, with a maximum of 5 million yuan. Those strategic emerging industry projects newly included in the national major industrial development projects will be rewarded with 500,000 yuan; Those newly included in the provincial major industrial projects, a reward of 10,000 yuan/mu and a maximum of 2 million yuan will be given according to the reward index of project land use; If the annual actual investment in fixed assets exceeds 150 million yuan, a subsidy of 1 million yuan will be given, with a maximum of 2 years for a single project. For those newly recognized strategic emerging enterprises will be awarded 100,000 yuan if they remain in the pool for two years. Dynamically establish the strategic emerging industry enterprises key promotion pool, and a reward of 300,000 yuan will be provided for those achieved the annual output value of over 30 million yuan and the growth rate above 20% of strategic emerging industries for the first time in the promotion pool.

10.抢抓数字经济发展机遇。新入选省电子信息产业百家重点企业的，奖励20万元。通过软件能力成熟度CMM（集成CMMI）三级、四级、五级认证的企业，按实际认证费用的50%分别给予不超过10万元、30万元、50万元的奖励。首次通过IT服务管理体系ISO20000、信息安全管理体系ISO27001/BS7799、服务提供商环境安全性SAS70等认证的企业，给予实际认证费用50%、不超过15万元的补助。新列入省级重点领域首版次软件产品奖励50万元。新列入国家、省级大数据产业发展试点示范项目的分别奖励20万元、10万元。新认定的市级数字经济产业园区奖励50万元。

10. Seize the opportunity of digital economy development. 200,000 yuan will be awarded for the newly selected 100 key enterprises in the provincial electronic information industry. Enterprises that have passed the level 3, level 4 and level 5 certification of software capability maturity CMM (Integrated CMMI) will be rewarded with no more than 100,000 yuan, 300,000 yuan and 500,000 yuan respectively according to 50% of the actual certification cost. Enterprises that have passed the certifications such as IT service management system ISO20000, information security management system ISO27001/BS7799 and service provider environmental security SAS70 for the first time will be given a subsidy of 50% of the actual certification cost and no more than 150,000 yuan. The software products of the first edition newly listed in the provincial key areas will be rewarded with 500,000 yuan. The newly listed national and provincial pilot demonstration projects of big data industry development will be awarded 200,000 yuan and 100,000 yuan respectively. The newly recognized municipal digital economy industrial park will be awarded 500,000 yuan.

11.加快布局5G网络。免费开放政府机关、事业单位、医院、校园、机场、车站、公园、绿地等公共资源支持5G基站建设，推进5G基站与视频监控、路灯等杆桩设施资源整合和双向开放，除有规定明确禁止外，各产权单位和使用单位不得无故拒绝开放整合，严厉打击对基站运行维护过程中违规收费行为。属地政府应将城市建设搬迁的基站纳入征收补偿范围，协调落实新站址。支持5G基站转供电改直供电工程，对专变需分户的“一站多表”给予支持，对符合条件的电力直接交易加大电价优惠力度。

11. Speed up the coverage of 5G network. Open public resources such as government agencies, institutions, hospitals, campuses, airports, stations, parks and green spaces free of charge to support the construction of 5G base stations, and promote the integration and two-way opening of pole and pile facility resources such as 5G base stations, video surveillance, street lamps and so on. Unless explicitly prohibited by regulations, all property rights units and users shall not refuse to open and integrate without reason, and the illegal charges during the operation and maintenance of base stations shall be severely cracked down. The competent government shall include the base stations relocated for urban construction into the scope of expropriation and compensation, and coordinate for the confirmation of the new station site. Support the project of changing transferred power supply to direct power supply for 5G base station, and support the "one station with multiple meters" in dedicated transformers for divided households, and offer more preferential electricity price for qualified direct electricity transactions.

12.支持实施智能化改造。企业一年内生产性设备与信息化投入500万元以上的技改项目，按投资额的20%给予不超过400万元的补助；企业一年内生产性设备与信息化投入200万元至500万元的技改项目，按投资额的15%给予补助，其中开展以能源高效化、生产清洁化、废弃物循环化为重点的绿色改造项目，按投资额的17%给予补助；每年择优支持不超过30个企业智能化技术改造示范项目（含数字化车间/智能工厂），按智能设备和软件投资额的25%给予不超过600万元补助；列入国家级智能制造（含数字化车间、无人车间、智能工厂、无人工厂）试点示范项目的，按项目投资额35%给予不超过1500万元补助，列入省级的按项目投资额30%给予不超过1000万元补助；对小微企业园内生产经营的科技型中小企业，新购置生产设备金额大于50万元的，按实际到位设备购置金额的15%给予一次性补助，最高不超过30万元；以上投资补助就高执行、不重复享受。新认定的制造业与互联网融合发展试点示范项目（企业）、个性化定制示范企业、网络协同制造示范企业，按照国家级、省级分别奖励50万元、30万元；每年遴选40家以内市级两化融合示范试点企业，给予15万元奖励；新认定的省上云标杆企业奖励10万元；通过国家两化融合管理体系贯标认定的企业奖励15万元；以上资格定补类奖励就高执行、不重复享受。筛选有意向进行智能化改造的制造业企业，以政府购买服务形式，为其提供智能化改造诊断方案或设计方案，对智能化改造诊断方案、数字化产线设计方案、数字化车间设计方案和智能工厂设计方案，标准分别为1万元、2万元、7万元和10万元。

12. Support the implementation of intelligent transformation. 14. Promote the industrialization of intellectual property rights. 15.支持企业开展绿色生产。新列入省级绿色工厂、绿色供应链、绿色（设计）产品示范名单的分别奖励50万元、30万元、15万元，列入国家级的加倍奖励。企业首次通过绿色产品认证的奖励20万元，每增加一张绿色产品认证证书再奖励2万元，最高限额30万元。对为主制修订绿色制造国家标准（含绿色产品评价国家标准）、行业标准（团体标准）的单位分别奖励50万元、10万元。

16.推进建筑工业化。新获得国家、省级装配式建筑产业示范基地的，分别奖励100万元、50万元。购买二星级以上绿色建筑、装配式建筑成品住宅的，可按成交总价确定贷款额度，公积金贷款额度可上浮10%。农村居民采用轻钢框架结构、低层冷弯薄壁钢结构等钢结构体系建设自建住房的，原则上给予200元/平方米、不超过总造价的10%的建设补助，列入省农村装配式钢结构住宅试点项目的，每平方米奖励增加200元。

17.助推企业提档升级。对当年入库税收4000万（含）-1亿元、1亿（含）-2亿元、2亿（含）-3亿元、3亿元以上的制造业企业给予奖励，奖励额度参照其形成地方综合贡献度超基数部分额度分等级确定，基数对应四个规模等级分别按上年入库税收及当年人代会预算增幅外加5个点、3个点、2个点、0个点计算，最高奖励2000万元；数字经济核心产业制造业企业第一等级奖励门槛可放宽至3000万元（含）。市财政通过政府采购方式为全市年缴税费4000万元以上民营企业主要负责人提供龙湾国际机场、温州动车南站出行贵宾服务，为经过遴选的领军型、高成长型企业主要负责人提供高端培训。首次“小升规”企业亩均论英雄综合评价直升一档并即时生效、发放1万元高质量发展服务券，当年地方综合贡献度超20万元的连续3年给予奖励，奖励额度参照其比上年新增的地方综合贡献度确定，最高奖励100万元，3年内出现退规的，退规当年奖励终止。

17. Promote the upgrading of enterprises. Manufacturing enterprises with tax revenues to treasuries of 40 million (inclusive)-100 million yuan, 100 million (inclusive)-200 million yuan, 200 million (inclusive)-300 million yuan or above 300 million yuan in the current year will be rewarded. 18.突出总部企业招引。“世界500强”“中国500强”“中国民营企业500强”“中国制造业500强”“中国服务业500强”、境内外上市企业等直接投资的新技术、新产业、新业态、新模式项目和区域性、功能性总部，入驻“三大平台”和世界温州人家园的，给予“一事一议”综合扶持政策；在“三大平台”新建自持自用楼宇的（不分割产权），可参照浙南科技城新型产业用地（M0）政策。入驻世界温州人家园的总部类企业给予一次性落户奖励和连续5年的租金补助、贡献奖励和留才奖励，落户奖励额度参照入驻当年形成地方综合贡献度的20%确定，租金补助前2年补全额、后3年补50%，总部类、服务类、基金类企业年租金补助上限分别为100万元、50万元、50万元；贡献奖励额度总部类和服务类企业前3年、后2年分别参照地方综合贡献度100%、50%确定，基金类企业自获利年度起（获利期形成不超过3年）5年内参照90%给予奖励；留才奖励总部类、服务类、基金类企业分别限5名、3名、3名高管，额度参照其缴纳工资薪金纳税额等形成的地方综合贡献度确定，基金类企业奖励系数减半。世界温州人家园为经认定的、拟投资我市且正在办理项目前期的重大产业项目投资主体提供6个月以内的临时办公用房，由项目受益方全额补助房租。

19.大力培育高成长型企业。新认定的国家专精特新“小巨人”企业和国家制造业单项冠军示范企业、培育企业、单项冠军产品，分别奖励100万元、100万元、50万元、50万元。新认定的省级隐形冠军企业、培育企业分别奖励50万元、10万元。对新列入高成长型工业企业名单的给予奖励，奖励额度参照地方综合贡献度比上年新增20%以上部分的50%确定，最高奖励100万元，并发放3万元高质量发展服务券。在认定为省级、市级小微成长之星的企业中遴选15家和30家，分别奖励20万元、10万元。

20.广泛培育科技型企业。新认定的高新技术企业、省高成长科技型中小企业分别奖励20万元、10万元。“一区一廊”范围内新认定的省级创新型领军企业奖励50万元，新认定的“瞪羚企业”自次年起连续3年参照企业地方综合贡献额度比上年新增10%以上部分给予奖励。“一区一廊”范围内的省级科技型中小企业、高新技术企业获得创投机构3年内累计投资额500万元以上的，自核实确认年度次年起给予连续三年办公（生产）房租全额补贴（补贴面积最高不超过2000平方米），并以核实确认年度上一年度形成的地方综合贡献度为基数，自核实确认年度起连续三年每年给予企业新增的地方综合贡献度、最高100万元奖励。

20. Extensively cultivate scientific and technological enterprises. 新项目投产3年内认定为高新技术企业的，从被认定为高新技术企业年度起连续3年给予企业奖励，奖励额度参照其形成地方综合贡献度比上年新增部分确定，市外引进（迁入）的高新技术企业优先安排供地，从迁入年度起3年内同等享受奖励。新认定的省级科技企业孵化器、双创示范基地分别奖励250万元、100万元，新认定为国家级的翻倍奖励，其中属于“一区一廊”内两大主导产业领域专业型科技企业孵化器的，按国家、省级分别再奖励200万元、100万元。新认定（备案）的国家级、省级众创空间（星创天地），分别奖励30万元、20万元。孵化器（众创空间）内在孵企业每新增一家高新技术企业奖励运营单位10万元，在孵企业属于“一区一廊”范围内两大主导产业领域的翻倍奖励；每新增一家科技型中小企业奖励运营单位3万元。

21.支持企业加速上市。企业自上市年度起3年内，年实缴税收增速超过全市税收增速的给予连续奖励，奖励额度参照其形成地方综合贡献度比上年新增超过10%部分的50%确定。对以红筹股形式上市企业的奖励额度参照红筹架构搭建当年较上一年新增地方综合贡献度的80%确定，并在上市后予以兑现；红筹架构下存在多个经营主体的，以实际控制人控制下注册登记在同一县（市、区）的经营主体确定综合贡献额度。对企业在上市过程中发生股东分红转增资本、未分配利润或盈余公积转增股本、资本公积转增股本、上市前后高管股权激励等四种情形给予奖励，奖励额度参照上述情形形成地方综合贡献度的80%确定。拟上市企业住房公积金建缴比例可放宽至5%－12%，企业对职工提供的住房及住房补贴、租金补贴可折算作为企业为职工建缴住房公积金的主要部分，职工可以住房公积金支付房租。成功上市企业首发融资50%以上投资温州的，给予首发融资金额5‰的奖励，融资超10亿元的“一事一议”，对于在科创板上市的企业再一次性奖励500万元。上市公司实现再融资且融资额50%以上投资温州的，给予该轮融资规模1‰、不超过300万元的奖励。上市公司对外实施并购重组，并达到中国证监会关于《上市公司重大资产重组管理办法》规定的重大资产重组标准的，一次性奖励300万元。在新三板成功挂牌企业一次性奖励100万元。温州企业发生境内并购金额在1亿元以上，取得目标企业所有权或经营管理控制权，总部在温或并购项目回归温州的，所发生的委托尽职调查、法律咨询、会计评估等费用给予50%、不超过80万元的事后奖励。对并购行为发生的银行中长期本外币贷款给予50%的贴息奖励，单个项目奖励不超过150万元，连续贴息奖励限两年。拟上市企业自认定起5年内未能实现上市的终止享受优惠。

The amount of reward for listed companies in the form of red chip is determined with reference to 80% of the new local comprehensive contribution in the red chip structure in the current year compared with the previous year, which will be honored after listing; If there are multiple business entities under the red chip structure, the comprehensive contribution amount shall be determined by the business entity registered in the same county (city, district) under the control of the actual controller. The rewards will be given for cases when the enterprises are undergoing the listing process, namely, increased capital in shareholders' dividends, increased share capital in undistributed profits or surplus reserves, increased share capital in capital reserves, and executives' equity incentives before and after listing. The reward amount will be determined with reference to 80% of the local comprehensive contribution formed by the above cases. The proportion of housing provident fund of listed enterprises can be relaxed to 5%-12%. The housing and housing subsidies and rent subsidies provided by enterprises to employees can be converted as the main part of housing provident fund for employees, and employees can pay rent with housing provident fund. For successfully listed enterprises with more than 50% of the initial financing invested in Wenzhou, they will be rewarded with 5‰ of the initial financing amount. If the financing exceeds 1 billion yuan, they will be rewarded as per the mode of one matter at a time, and enterprises listed at science and technology innovation board will be rewarded with 5 million yuan at a time. If a listed company refinances and invests more than 50% of the financing amount in Wenzhou, it will be rewarded with 1‰ of the financing scale and no more than 3 million yuan. If a listed company mergers and acquisitions abroad and meets the major asset restructuring standards stipulated by the China Securities Regulatory Commission on Measures for the Administration of the Material Asset Restructurings of Listed Companies, it will enjoy a one-time reward of 3 million yuan. Enterprises successfully listed on the New Third Board will receive a one-time award of 1 million yuan. If Wenzhou enterprises have acquired the ownership or management control of the target enterprises with the amount of more than 100 million yuan in domestic mergers and acquisitions, and their headquarters are in Wenzhou or the M&A projects are in Wenzhou, a reward, not exceeding 800,000 yuan, at the amount of 50% of the expenses such as entrusted due diligence, legal consultation and accounting evaluation will be given afterwards. 50% interest subsidy will be given to the bank's medium and long-term local and foreign currency loans in case of mergers and acquisitions, with a single project reward not exceeding 1.5 million yuan, and the continuous discount is limited to two years. Enterprises to be listed shall cease to enjoy preferential treatment if they fail to have listing within 5 years from the date of recognition.

22.政府与企业共担上市风险。市政府设立总规模5亿元的上市风险共担基金，对列入重点辅导推进的拟上市企业在上市过程中增加的费用，根据企业股改时确定的股本总额1亿股以下（含）、以上两档分别给予垫付1000万元、1500万元。以境内经营实体的有限公司为主体申报拟在境外（红筹架构）上市的，视同1亿股以下档次给予垫付，辖内有多个经营主体的，由属地政府确定实际控制人控制下的1家有限公司作为申请主体。企业成功上市或自风险共担基金资金拨付之日起两年内未申报IPO材料的，风险共担基金按“垫付金额+LPR计息”退出或收回；未通过IPO审核的，仅收回垫付金额或经同意后按其他方式处理。市区企业未通过IPO审核的，申报IPO材料前支付给券商、会计师和律师事务所的服务费用市财政给予20%、不超过200万元的补助，对县（市）企业按10%、不超过100万元补助。

22. The government and enterprises share the risk of listing. The municipal government shall set up a listing risk sharing fund with a total scale of 500 million yuan, and have the advance payment of 10 million yuan and 15 million yuan for the increased costs of strongly supported enterprises to be listed in the process of listing, and the bases are two levels, namely the total share capital below 100 million shares (inclusive) and above during the enterprise share reform. If a limited company is applying for listing overseas (red chip structure) with its domestic operating entity as the applicant, it will be treated as the level of less than 100 million shares for advance payment. If there are multiple operating entities within its jurisdiction, the competent government shall determine one limited company under the control of the actual controller as the applicant. If the enterprise is successfully listed or fails to declare IPO materials within two years from the date of appropriation from the risk sharing fund, the risk sharing fund will be withdrawn or recovered according to the mode of "advance amount + LPR interest bearing"; If it fails to pass the IPO audit, only the advance payment amount will be recovered, or it will be disposed with other methods. If an urban enterprise fails to pass the IPO audit, the municipal finance will give a subsidy of 20% and not more than 2 million yuan for the service fees paid to brokers, accountants and law firms before filing IPO materials, and 10% and not more than 1 million yuan for county (city) enterprises.

23.支持企业股份制改造。对开展股改的企业给予奖励，奖励额度参照其形成的地方综合贡献度比上年新增部分的50%确定；其中完成与券商、会计师事务所、律师事务所正式签约并列入市本级、区级（市级功能区）重点辅导推进的拟上市企业奖励系数提高30个百分点；引进风险投资者发生股权转让的，奖励额度参照其股权转让形成地方综合贡献度确定。对企业因上市目的在股改过程中开展的资产重组给予奖励，奖励额度参照其重组行为形成地方综合贡献度的80%确定。企业股改可以审计值或评估值折股，折合的实收股本总额不得高于公司净资产额。企业改制设立股份有限公司，由于历史原因形成的划拨土地在规划许可和不改变土地用途的前提下，可以协议出让方式给予补办有偿使用手续。

23. Support the shareholding system reform of enterprises. The enterprise shall be rewarded for asset restructuring carried out in the process of share reform for the purpose of listing, and the reward amount shall be determined with reference to 80% of the local comprehensive contribution formed by its restructuring behavior. Enterprise share reform can be converted into shares with audit value or evaluation value, and the total converted paid-in share capital shall not be higher than the net assets of the company. When an enterprise is restructured to set up a joint stock limited company, the procedure for compensated use of allocated land formed due to historical reasons can be made up through transferring by agreement under the premise of following planning permission and not changing the land use.

24.支持企业军民融合发展。本地企业承接部队军用技术转移并实现项目产业化的，按照转移军用技术合同金额，给予20%、不超过100万元的补助。新获军工“三证”（武器装备科研生产单位保密资格证、武器装备科研生产许可证、装备承制单位资格证）的，每证补助20万元。获国家级、省级军民融合特色产业示范基地（园区）称号的分别奖励500万元、100万元；首获国家级、省级军民融合示范企业或省级军民融合科技协同创新示范平台称号的分别奖励50万元、30万元、50万元。

24. Support the development of military-civilian integration in enterprises. 25.引导金融机构扩大企业贷款。在《市本级财政资金竞争性存放办法》中专设财政服务民营和小微企业考核指标，激励金融机构加大对民营企业贷款平均利率、民营企业信用贷款存量增量、民营省科技型中小企业和国家高新技术企业贷款存量增量的支持力度。

25. Guide financial institutions to expand enterprise loans. 26.丰富科技金融产品。对高新技术企业、科技型中小企业购买的关键研发设备保险、专利保险等科技保险类产品，给予年度保费总额50%、不超过10万元的保费补贴。对“一区一廊”内两大主导产业的省级科技型中小企业、高新技术企业使用的银行贷款，给予不高于LPR的50%、不超过20万元的贴息补助。

26. Enrich technology and finance products. For technology insurance products such as key R&D equipment insurance and patent insurance purchased by high-tech enterprises and small and medium-sized science and technology enterprises, a premium subsidy of 50% of the total annual premium and no more than 100,000 yuan will be given. 27.助力企业引才留才。对年度实缴税收1000万元以上高新技术企业开展人才培训的给予奖励，奖励额度参照从事研发岗位的全日制本科以上毕业生和20万年薪以上企业高级管理人员两类人才的工资薪金收入形成地方综合贡献度的30%确定。35周岁以下的各类人才申报市级科研、人才项目的优先予以立项支持，并优先推荐申报省、国家级各类科研项目。

27. Help enterprises attract and retain talents. Those high-tech enterprises with annual paid-in tax of more than 10 million yuan providing talent training will be rewarded with the amount determined with reference to 30% of the local comprehensive contribution formed by the wage and salary income of two talents categories: full-time undergraduate graduates and above and senior managers of enterprises with annual salary of more than 200,000 yuan. Talents under the age of 35 and of various professions shall be prioritized for their application of municipal scientific research and talent projects, and they shall be preferentially recommended for the application of various provincial and national scientific research projects.

Supplementary Provisions

1．关于政策适用对象。文中所指企业为申报时注册地和财政收入在温州市区范围内具有独立法人资格的企业或合伙企业，台资、外资企业享受同等待遇，其中申请科技型中小企业政策性银行补贴可不受注册地资格条件限制。除小微园、建筑工业化条款外，房地产、贸易型企业（项目）、“亩均论英雄”综合评价C、D类企业、列入严重失信名单企业均不享受本政策全部条款（工业互联网、电子信息重点企业、企业智能化技术改造、小微园企业技改、两化融合示范试点企业、智能化改造诊断、制造业企业税收提档升级、首次“小升规”、高质量发展服务券等政策C类企业可享受，具体另行规定），其中申请股改、上市相关奖补对象可包括房地产、贸易型企业。企业申请奖补须符合并承诺不存在严重性质的违法用地违法建设、不存在未经审批擅自改变功能和当年未发生安全生产、食品安全、环境污染等重大责任事故、未发生较大群体性事件情况。严重失信名单、“亩均论英雄”评价结果名单以奖补公示截止前政府提供的最新名单为审核节点。在奖补公示截止前将企业注册地搬离、未在要求时间内在温州市产业政策奖励兑现系统填报相关数据以及不符合奖补资格的，不予奖补。原则上行政单位不作为奖补对象。

1． Applicable policy targets. The enterprises mentioned in this document are enterprises or partnership enterprises with the status of an independent legal entity and financial revenue in Wenzhou urban area at the time of registration, and those Taiwan-funded and foreign-funded enterprises shall enjoy the same treatment; Among them, those applying for policy bank subsidies for small and medium-sized science and technology enterprises may not be restricted by the qualifications of registration place. Except for small and micro parks and building industrialization terms, real estate, trade-oriented enterprises (projects), enterprises of Category C and D with "Area-Based Evaluation Mechanism", and enterprises in the list of seriously dishonest parties do not enjoy all the provisions of this policy (the following enterprises of Category of Policy C can enjoy and the specific requirements are separately prescribed: industrial Internet, key electronic information enterprises, intelligent technological transformation of enterprises, technological transformation of small and micro enterprises park, demonstration pilot enterprises of integration of information technology and industrialization, intelligent transformation diagnosis, upgrading of tax filing of manufacturing enterprises, and enterprises undergone "upgrading to scale enterprises from small and micro enterprise" for the first time, high-quality development service vouchers, etc.; Among them, the related subsidy objects applying for share reform and listing can include real estate and trade-oriented enterprises. Enterprises applying for awards must meet and promise that they do not have serious illegal land use and illegal construction, and there is no unauthorized change of functions, and no major accidents such as safety in production, food safety and environmental pollution occurred in that year, and no major mass incidents occurred. The list of evaluation results of “list of seriously dishonest parties” and "Area-Based Evaluation Mechanism" are reviewed with the latest list provided by the government before the deadline of award publicity. The award and subsidy will not be given if the enterprise registration place is moved away, or the relevant data is not reported in Wenzhou industrial policy reward and redemption system within the required time as well as those failing to meet the standards for award and subsidy prior to the publicity deadline of award and subsidy. In principle, the administrative units are not regarded as the object of award and subsidy.

2．关于奖补资金用途、拨付和兑现时间。奖补资金用于支持企业高质量发展。各奖补项目组织申报时间以具体申报通知或指南为准，原则上在温州市产业政策奖励兑现系统限时办理。资格定补类项目随时受理，即申请即兑付。按年度投入或产出基数奖补的数据核校类项目可安排在次年组织申报，鼓励实行分期或按比例预拨奖补。奖补资金除正文条款中明确由市财政承担外，均按照现行财政体制分担，各级都必须及时足额到位。入驻世界温州人家园内“温商回归示范园”范围的租金补助由鹿城区全额承担。企业综合服务平台和时尚智造设计中心的入驻企业或机构，租金补助由市本级和鹿城区各承担50%。

2． Purpose, appropriation and cashing time of award and subsidy funds. The award and subsidy funds are used to support the high-quality development of enterprises. The declaration time of various award and subsidy project shall be subject to the specific declaration notice or guideline, and in principle, it shall be handled within a limited time in Wenzhou industrial policy reward cashing system. The qualification statutory subsidy projects are accepted at any time, which is paid immediately upon application. The award and subsidy for data verification projects according to the annual input or output base can be arranged in the following year for declaration, and the award and subsidy in installments or proportioned advance appropriation is encouraged. Except for those borne by the municipal finance explicitly stipulated in the clauses, the award and subsidy funds are shared in accordance with the current financial system, and all levels must be made in place in full and on time. The rent subsidy within the scope of "Wenzhou Returned Businesses Park" in World Wenzhounese Home shall be fully borne by Lucheng District. For the enterprises or institutions that have settled in the enterprise comprehensive service platform and fashion intelligent manufacturing design center, the rent subsidy shall be borne by the city level and Lucheng District at the amount of 50% respectively.

3．关于重复、叠加和进等奖励。5年内同一项目符合本政策两项或两项以上扶持条款的，可执行最高额，但不重复享受。同一企业不同项目符合本政策两项或两项以上扶持条款的，可叠加执行。5年内同一企业以同一名义（项目）在区级（含市级功能区）、市级获得财政奖励后又获得更高等次奖励认定的，各级已奖励部分视作已配套，仅补足奖励差额部分。5年内同一奖项（认定）在低等次已作奖励的，晋升到高等次时，只奖励差额部分。5年内本政策与市级其他政策对同一个企业（项目）的同类型奖励出现重合时，就高执行，不重复享受。同一企业（个人）以同一年度的地方综合贡献度作为参照依据的各奖补项目、以同一年度的银行贷款利息作为依据的各贴息奖补项目、以同一年度的技改投入作为依据的各奖补项目，奖补金额就高执行，不重复享受；同时符合市区两级政策（含“一事一议”）的，奖补金额就高执行不叠加。注册时间三年以上的企业同一年度所获奖补资金总额（含市、区两级）以其上一年度形成的地方综合贡献度为上限。

3． Repeated, superimposed and promoted rewards. If the same project meets two or more supporting clauses of this policy within five years, the maximum amount can be applied, but it cannot be enjoyed repeatedly. If different projects of the same enterprise meet two or more supporting clauses of this policy, it can be applied in a superimposed manner. If the same enterprise obtains financial awards in the same name (project) at the district level (including municipal functional areas) and the municipal level and then obtains higher awards within five years, the rewards at all levels will be regarded as supported, and only the difference part will be subsidized. If the same award (recognized) has been rewarded in lower level within five years, only the difference part will be subsidized when promoted to higher levels. When the award of the same type in this policy and other municipal policies coincide in the same enterprise (project), it will be implemented at a high level without repeated enjoyment. For the various award and subsidy projects within the same enterprise (individual) taking the local comprehensive contribution of the same year as the reference basis, the various discount interest subsidy projects taking the bank loan interest basis of the same year, and the various award and subsidy projects taking the technological transformation investment of the same year as the basis, the amount of award and subsidy shall be applied at higher level without repeated enjoyment; in case that the project meets the urban two-level policy (including "the mode of one matter at a time") at the same time, the amount of award and subsidy shall not be applied at higher level without being superimposed. The total amount of award and subsidy funds (including city and district levels) of enterprises registered for more than three years in the same year is capped by the local comprehensive contribution formed in the previous year.

4.关于部分名词的界定。本政策凡涉及“500强”“100强”等排名表述的，均以上年度排名为准。“地方综合贡献度”指企业实现的增加值、营业收入、利润总额所形成的地方留成部分（规费除外）、人才贡献、科技创新投入、就业贡献等。“5+5+N”是指电气、鞋业、服装、汽摩配、泵阀等五大传统制造业、数字经济、智能装备、生命健康、新能源网联汽车、新材料等五大战略性新兴产业和“N”个县域重点特色产业。“三大平台”指瓯江口产业集聚区、浙南产业集聚区、环大罗山科创走廊。“省级”指浙江省级。“市级”指温州市级。“以上”均包含本数。国际标准是指国际标准化组织（ISO）、国际电工委员会（IEC）和国际电信联盟（ITU）发布的标准。“LPR”和贷款贴息利率除条款中另有规定外，均指贷款合同参照定价的贷款市场报价利率（LPR）。首版次软件产品指列入《浙江省软件和信息技术服务业重点领域首版次软件产品目录》的产品。

4. Definition of some nouns. Where the ranking expressions such as "Top 500" and "Top 100” are involved in this policy, it is subject to the ranking of the previous year. "Local comprehensive contribution" refers to the local retained part (except stipulated fees), talent contribution, investment in scientific and technological innovation, employment contribution, etc. formed by the added value, operating income and total profit realized by enterprises. "5+5+N" refers to five traditional manufacturing industries, such as electrical engineering, footwear, clothing, automobile and motorcycle fittings, pumps and valves, five strategic emerging industries, such as digital economy, intelligent equipment, life and health, new energy networked vehicles and new materials, and "N" county key characteristic industries. "Three Platforms" refer to Oujiang Estuary Industrial Cluster Area, South Zhejiang Industrial Cluster Area and Science and Wenzhou Sci-tech Innovation Corridor around Daluo Mountain. "Provincial level" refers to the provincial level of Zhejiang. "Municipal level" refers to the municipal level of Wenzhou. "The above" includes the number herein. International standards refer to the standards issued by International Standardization Organization (ISO), International Electrotechnical Commission (IEC) and International Telecommunication Union (ITU). Unless otherwise specified in the clause, "LPR" and loan discount interest rate refer to the loan prime rate (LPR) in loan market which is priced by reference in the loan contract. Software products of the first edition refer to the products listed in the Catalogue of Software Products of the First Edition in Key Areas of Software and Information Technology Service Industry in Zhejiang Province.

5．本政策自印发之日起施行，有效期至2022年12月31日，相关实施细则另行制定。本政策由温州市人民政府负责解释，具体工作由市政府办公室商市发展改革委、市经信局、市科技局、市财政局、市人力社保局、市住建局、市市场监管局、市金融办、市投资促进局等部门承担。本政策施行前，已按相关程序确定支持（包括有连续年限、符合条件但未兑现完毕）的项目，按原政策兑现，除此之外新申请的奖补项目，按本政策执行。本政策发布后，其他我市已发布的各相关市级产业政策与本政策不一致的，以本政策为准。本政策施行过程中如遇上级有法律法规和重大政策变化，本政策也作相应调整。

5． This policy shall come into force from the date of issuance and shall remain valid until December 31st, 2022. The relevant implementing rules shall be formulated separately. The Wenzhou Municipal People's Government shall be responsible for the interpretation of this policy, and the specific work shall be undertaken by departments including the Commercial and Municipal Development and Reform Commission of the Municipal Government Office, the Municipal Economic and Information Bureau, the Municipal Science and Technology Bureau, the Municipal Finance Bureau, the Municipal Human Resources and Social Security Bureau, the Municipal Housing and Construction Bureau, the Municipal Market Supervision Bureau, the Municipal Finance Office, and the Municipal Investment Promotion Bureau, etc. The projects that have been confirmed to be supported according to relevant procedures (including those with continuous number of years and meeting the conditions but have not been fulfilled) will be honored according to the original policy before the implementation of this policy, and the newly applied award and subsidy projects other than the above case will be implemented according to this policy. After the release of this policy, in case that there are discrepancies between other relevant municipal industrial policies issued from the city and this policy, this policy shall prevail. In case of any material changes in laws, regulations and policies during the implementation of this policy, this policy shall also be adjusted accordingly.
