《关于进一步加快现代服务业高质量发展的若干政策意见》

Opinions on the Policies of Further Accelerating the High-quality Development of Modern Service Industry

为贯彻落实新发展理念，推动生产性服务业向专业化和价值链高端延伸、生活性服务业向高品质和多样化升级，进一步加快我市现代服务业高质量发展，促进经济提质增效、转型升级，特制定如下政策意见。

In order to implement the new development concept, promote the those in the productive service industry to become more professional and provide the service with higher value, upgrade the consumer-oriented service industry for higher quality and greater diversification, further accelerate the high-quality development of the modern service industry of Wenzhou, and promote economic efficiency, transformation and upgrading, the following policy opinions are formulated.

一、创新发展现代金融业

I. Make the innovative efforts to develop the modern financial industry

1.大力引进金融总部和金融分支机构。新设立的总部在温注册的银行、保险、证券、期货、金融租赁、金融资产管理等金融机构（以下简称总部金融机构），实缴资本在1亿元以上的，按实缴资本4%给予不超过2000万元的开办补助；在新设总部金融机构正式运营后的5年内给予奖励，奖励额度前3年、后2年分别参照其形成地方综合贡献度的100%、80%确定；其中金融总部为本地存量金融机构整合分立而新设的，实缴资本按实际增量计，地方综合贡献度按照每年实际量减机构设立前存量计算。对总部金融机构副职以上高管人员给予5个名额奖励，奖励额度前3年、后2年参照高管人员个人薪酬所得形成地方综合贡献度的80%、50%确定。新设立的全国性、地方性银行机构一级分行和保险、证券一级分支机构，在正式运营后的2年内给予奖励，奖励额度参照其形成地方综合贡献度的80%、50%确定；其中存量二级分行升格为一级分行的，地方综合贡献度按照实际环比新增计算。

1. Make Vigorous efforts to introduce the financial headquarters and financial branches. The newly-established banks, insurance, securities, futures, financial leasing, financial asset management and other financial institutions with headquarters registered in Wenzhou (hereinafter referred to as the headquarters of the financial institutions), if such institutions have the paid-up capital above RMB 100 million, the start-up subsidy will be granted to such institutions, which amounts to 4% of the paid-up capital and is no more than RMB 20 million; the reward will be granted to such headquarter within 5 years counted from the year when it starts its operation, the amount of which is defined as the 100% and 80% of its comprehensive contribution to the local economy for the first 3 years and the last 2 years respectively; where the financial headquarters is newly established through the integration or separation of existing local financial institutions, the paid-in capital is calculated on the basis of the actual increment, and the comprehensive local contribution is calculated on the basis of the actual volume each year minus the existing volume before the establishment of the institution. 5 awards shall be given to senior executives of financial institutions headquartered in Wenzhou for their deputy positions or above, with the amount of the award determined with reference to 80% or 50% of the comprehensive contributions to the local economy made by the executives’ personal remunerations in the first 3 years and the last 2 years respectively. Newly established primary branches of the national and local banking institutions and the primary branches of the insurance and securities institutions, the reward will be granted within 2 years after its official operation, the amount of rewards with reference to 80% and 50% of the comprehensive contributions to the local economy respectively; for the second-tier branch upgraded to the primary branch, the comprehensive contribution to local economy is calculated in accordance with the actual year-on-year increase in its comprehensive contribution to the local economy.

2.鼓励产业基金落地。积极探索政府产业基金与优质基金机构合作设立创业投资基金、私募股权基金。对政府产业基金（含浙江温州转型升级产业基金、市科技创新创业投资基金，下同）合作对象，5年内参照其形成地方综合贡献度的总额给予奖励，5年内市级提供不超过100平方米的免费自用办公用房或不超过10万元/年的房租补贴。对浙江温州转型升级产业基金设立的子基金不限组织形式；子基金投资我市企业资金总额原则上不低于母基金出资的1.2倍，达到1.8－2倍的，产业基金超额收益部分可让渡20%，达到2倍以上的可让渡50%；3年内实现母基金整体退出的可按LPR确定收益（1年内退出的参考1年期LPR，1年至3年内退出的参考1年期和5年期LPR加权平均值）。对落户世界温州人家园的基金类企业，由属地给予入驻当年形成地方综合贡献度10%的落户奖励，企业举办具有影响力的金融论坛等活动，经认定由属地给予活动支出30%、最高20万元的补助。

2. Encourage the landing of industrial funds. Actively explore the cooperation between government industrial funds and high-quality fund institutions to set up venture capital funds and private equity funds. To those cooperating with the government industrial funds (including Zhejiang Wenzhou Industrial Transformation and Upgrading Funds, City S&T Innovation and Venture Capital Fund, the same below), reward will be granted within 5 years, amount of which is defined by the comprehensive contribution to the local economy, the municipal government provides free, self-occupied office space of up to 100 m2 or a rental subsidy of up to RMB 100,000 per year for a period of 5 years. No restriction on the organizational form of the sub-fund established by the Zhejiang Wenzhou Industrial Transformation and Upgrading Fund; In principle, if the total amount of capital invested by the sub-fund in the City’s enterprises is no less than 1.2 times of the capital contributed by the parent fund and reaches 1.8-2 times, 20% of the excess income of the industrial fund can be transferred, and 50% if it reaches 2 times or more; the return can be determined by LPR if the entire exit of the parent fund is achieved within 3 years (reference to 1-year LPR for exit within 1 year, reference to the weighted average of 1-year and 5-year LPR for exit between 1 year and 3 years). For the fund enterprises that settle in the Wenzhou People’s Homeland, the municipal government will grant a settlement bonus amounting to 10% of the comprehensive contribution to the local economy in the year of settlement, and the municipal government will grant a subsidy to cover the 30% of the expenditure and up to RMB 200,000 for the activities such as influential financial forums held by the enterprises.

3.积极培育创投产业。对在温注册并在中国证券基金业协会完成登记备案且年地方综合贡献超过100万元的基金管理机构给予奖励，奖励额度参照其形成地方综合贡献度的70%确定；其中对投资温州实体企业或项目的（不含房地产、股票、金融类），奖励额度参照项目退出或获得收益后形成地方综合贡献度的80%确定；对年地方综合贡献度200万元以上的基金管理机构，可安排2名金融人才引才奖励，奖励额度参照人才个人薪酬所得形成地方综合贡献度的总额确定；每增加200万元地方综合贡献度，相应增加1个奖励名额，以10个名额为上限。对注册在自创区（科创走廊）并经中国证券投资基金业协会备案的基金管理机构投资自创区（科创走廊）内科技型企业、两大主导产业项目予以奖励，奖励额度参照项目退出或获得收益后形成地方综合贡献度的80%确定。

3. Actively cultivate the venture capitals. The reward will be granted to the fund management institutions that are registered in Wenzhou and have completed filings with the China Securities Fund Industry Association and whose annual comprehensive contribution to the local economy exceeds RMB 1 million, and the amount of which is defined by the 70% of its comprehensive contribution to the local economy; for those investing in Wenzhou entity enterprises or projects (excluding real estate, stocks, finance), the amount of reward is defined by the 80% of the comprehensive contribution to the local economy after it exits the project or reaps the profit; For the fund management institutions with over RMB 2 million of annual comprehensive contribution to local economy, two financial talent attraction awards can be arranged, the amount of which is determined by reference to the total amount of such contribution made by the personal remuneration of the talents; for each additional RMB 2 million in such contributions, 1 additional award will be added accordingly, up to a maximum of 10 awards. Reward will be granted to the fund management institutions registered in the Independent Innovation Zone (S&T Innovation Corridor) and filed with the China Securities Investment Fund Association if they invest in technology enterprises or projects in two leading industrial sectors in the Independent Innovation Zone (Science and Technology Corridor), the amount of which is defined by reference to 80% of the comprehensive contribution to local economy resulting from the exit or gain of the project.

4.支持发展科技金融服务业。深化科技保证保险贷款风险补偿机制，对按照约定向市区企业提供科技贷款的合作银行机构，在市科技保证保险贷款保证金内给予35%的风险损失补偿；对按照约定保费履约科技保证保险的合作保险机构，市级给予贷款本金1%的补贴。完善科技担保贷款机制，对按照约定利率和担保费用提供科技贷款的银行风险损失，银行承担20%、市科技担保贷款风险补偿金承担80%，风险补偿金不足支付部分由担保公司承担。科技保证保险、科技担保贷款有关实施办法另行制定。

4. Support the development of financial services for the S&T sectors. Deepen the risk compensation mechanism of S&T guarantee insurance loans, for the banks providing S&T loans to urban enterprises in accordance with the cooperation agreement, 35% of the risk loss compensation included in the city’s S&T guarantee insurance loan guarantee margin will be granted; Municipal government grants the subsidy amounting to 1% of the loan principal to cooperative insurance institutions that perform technology guarantee insurance as per the agreed premiums. Improve the mechanism of S&T guaranteed loans, for the risk loss suffered by the bank issuing the S&T loans as per the agreed interest rates and security costs, 20% of such loss is borne by the bank while the rest 80% is borne by the municipal S&T fund for the guaranteed loan, The guarantee company shall bear the part of the risk compensation that is not covered by the bank and the fund mentioned above. Measures for the implementation of S&T guarantee insurance and S&T guaranteed loans are formulated separately.

5.引导金融服务机构优化服务。市财政每年安排专项资金用于金融业绩考核奖励，重点考核金融机构支持实体经济、新动能培育、企业上市以及增加地方综合贡献度等情况。

5. Guide financial service providers to optimize their services. Each year, the municipal finance department will arrange special funds for financial performance assessment and rewards, focusing on financial institutions’ efforts to support the real economy, cultivate new growth drivers, help enterprises to go public and increase the comprehensive contribution to the local economy.

二、着力培育时尚创意设计产业

II Focus on nurturing the fashion and creative design industry

6.大力支持工业设计发展。对获德国IF奖、红点奖、美国IDEA奖、日本优良设计奖、中国优秀工业设计奖、中国设计智造大奖、红星奖、浙江好项目、“市长杯”中国（温州）工业设计大赛等奖项项目在温产业化的给予奖励，奖励额度参照项目投产形成的年度地方综合贡献度总额确定，连续执行3年。新认定为省级工艺美术大师示范工作室、市级工艺美术产业化示范基地的，各奖励10万元。

6. Vigorously support the development of industrial design sector. Reward will be granted to the project which wins the German IF Award, Red Dot Award, American IDEA Award, Japanese Good Design Award, China Excellent Industrial Design Award, China Design Intelligence Award, Red Star Award and Zhejiang Good Project Award or “Mayor Cup” China (Wenzhou) Industrial Design Competition Award etc. and is industrialized, and the amount of which is defined by reference to the total annual comprehensive contribution to local economy made by such project going into operation, and will be implemented for 3 consecutive years. Newly recognized provincial arts and crafts master demonstration studio and the municipal arts and crafts industrialization demonstration base will be respectively rewarded with RMB 100,000.

7.建设一流的时尚设计产业平台。新认定的国家级、省级、市级工业设计中心，分别奖励100万元、30万元、10万元；新认定的国家级、省级工业设计研究院，分别奖励100万元、50万元。经认定的企业主体的省级及以上工业设计中心、工业设计研究院，每年为温州其他企业提供公共服务超出500万元的部分，按照提供公共服务合同执行额的20%给予不超过200万元的奖励。有影响力的中外时尚设计师集聚平台、时尚品牌国内外发布推广平台和时尚产业平台在温落地的，经认定，按照平台建设投入的50%给予不超过50万元的补助。对行业性或公益性工艺美术服务平台开展ABC分类评价，评价为A类、B类的市财政分别奖励30万元、20万元。

7. Build the first class platform for the fashion design industry. The newly recognized national, provincial and municipal industrial design centers will be awarded with RMB 1 million, RMB 300,000 and RMB 100,000 respectively; the newly recognized national and provincial industrial design institutes will be awarded with RMB 1 million and RMB 500,000 respectively. For the recognized industrial design center and industrial design research institute at provincial level and above, if they provide the public services to other enterprises in Wenzhou, which value more than RMB 5 million, then the part over the RMB 5 million will be rewarded with the 20% worth of the executed value of the contract for such public services, and up to a maximum of RMB 2 million. For the influential domestic and foreign fashion designer platform, the fashion brand domestic and foreign promotion platform and the fashion industry platform, if they invest in Wenzhou, after being identified, the reward will be granted to cover 50% of the construction investment for the project in Wenzhou, and up to a maximum of RMB 500,000. Evaluate the industrial or public art and design platforms and put them into A, B and C categories, and RMB 300,000 and RMB 200,000 will be granted by the municipal government to those categorized as A and B respectively.

8.鼓励发展数字创意产业。鼓励发展动漫、电子竞技、网络视听、网络文学、网络直播等行业，每年在以上领域遴选10个左右产业化项目连续3年给予奖励，奖励额度前2年、后1年分别参照其形成地方综合贡献度的总额和80%确定，每年最高奖励100万元。

8. Encourage the development of digital creation industry. Encourage the developments of animation, e-sports, online audio-visual, online literature and online live broadcast etc., select about 10 industrialization projects in the above areas each year to grant reward for 3 consecutive years, the amount of which for the first 2 years and the last 1 year is defined respectively by the total and 80% of the comprehensive contribution to the local economy made by such project in the corresponding year, and up to a maximum of RMB 1 million.

9.促进广告业创新发展。广告企业原创广告作品新获得戛纳、纽约、伦敦国际广告奖项的，奖励20万元；新获得国家级一、二、三等奖项的，分别奖励10万元、8万元、6万元；新获得省级一、二、三等奖项的，分别奖励6万元、4万元、2万元；以上奖项须经认定为官方举办的广告赛事。新认定的国家级广告产业园区给予300万元资金扶持。

9. Promote the development of advertising industry. RMB 200,000 will be rewarded to the advertising enterprises whose original advertising works newly won international advertising awards in Cannes, New York or London; the new national first, second or third prize winner will be rewarded with RMB 100,000, RMB 80,000 or RMB 60,000 respectively. The above award must be granted in an officially recognized advertising event. Newly recognized national advertising industrial parks will be rewarded with RMB 3 million.

10.引导非遗跨界融合创新。以非遗融合旅游、广播影视、演艺、动漫、电子游戏、工业品设计生产、服饰制作等产业为导向研发运营非遗IP，每年重点扶持3个左右非遗跨界融合创新项目，每个项目给予50万元资助。

10. Guide the integration of the intangible cultural heritage with other industries. Develop and operate the IP relevant to the intangible cultural heritage in the industries such as tourism, radio and television broadcasting, performing arts, animation, video games, industrial design and production and clothing production etc., and each year, the efforts will be made to support about 3 projects in this regard, and each project will be granted with RMB 500,000 as the financial support.

三、升级发展休闲旅游业

III Upgrade the leisure tourism industry

11.提升旅游产品品质。全市范围新创成5A级旅游景区、国家级旅游度假区的，市财政给予300万元奖励；新创成4A级旅游景区、省级旅游度假区、省级旅游风情小镇的，市财政给予50万元奖励。旅游企业在用水、用电、用气价格方面享受工业企业同等政策。对景区常态化设立经认定的各类演艺活动，全年演出100场以上、每场演出时长40分钟以上、每场门票收入5000元以上，给予一次性补助30万元。

11. Improve the service quality of the tourism industry. If a new 5A tourist attraction or a national-level tourist resort is created within the City, the municipal government will grant RMB 3 million as the reward; if a new 4A tourist attraction, a provincial-level tourist resort or a provincial-level tourist town is created, the municipal government will give RMB 500,000 as the reward. Tourism enterprises enjoy the same policies as industrial enterprises in terms of water, electricity and gas prices. The art performance organized in the scenic area and identified as a normalized performance event, if such performance is conducted more than 100 times a year, lasts more than 40 minutes a time and has the ticket revenue above RMB 5,000 each time, then a one-time subsidy of RMB 300,000 will be granted for such event.

12.支持旅游企业拓展市场。本地旅行社年招徕市外过夜游客（游览1个以上A级景区）超过5000人次的，给予超出部分10元/人的奖励；接待境外过夜游客（游览2个以上A级景区）超过800人次的，给予超出部分30元/人的奖励。年送客量排名前10的境内市外旅行社（年送客量超过5000人次），市财政分别给予12万元、10万元、9万元、8万元、7万元、6万元、5万元、4万元、3万元、2万元奖励。年送客量排名前5的入境组团旅行社（年送客量超过500人次），市财政分别给予10万元、8万元、6万元、4万元、2万元奖励。对招徕和接待外地来温疗休养、研学团队超过3000人次、每次在温州星级酒店住宿3晚以上的旅行社，给予3000人次以内10元/人、超出部分20元/人的奖励，接待人数计入旅行社招徕市外游客总人次，就高奖励不重复享受。

12. Support the marketing efforts of the tourism enterprises. If a local travel agency attracts more than 5,000 out-of-town overnight visitors (visiting 1 or more A-class scenic spots) in a year, a bonus of RMB 10 per person will be granted for the excess amount; If a local travel agency attracts more than 800 overnight visitors (visiting 2 or more A-class scenic spots) from abroad, a bonus of RMB 30 per person will be granted for the excess amount. For the domestic out-of-town travel agencies ranking among the top 10 in terms of their annual passenger volumes (with annual passenger volume over 5,000), the municipal government will reward them with RMB 120,000, RMB 100,000, RMB 90,000, RMB 80,000, RMB 70,000, RMB 60,000, RMB 50,000, RMB 40,000, RMB 30,000 and RMB 20,000 respectively. The top 5 inbound group travel agencies (with an annual delivery volume above 500 passengers) will be awarded with RMB 100,000, RMB 80,000, RMB 60,000, RMB 40,000 and RMB 20,000 respectively by the municipal government. To the travel agencies attracting and receiving more than 3000 passengers visiting Wenzhou for leisure activities or for field trip, who stay in the star hotel of Wenzhou for more than 3 nights, a reward of RMB 10 / person will be granted to each passenger within that 3000 group and RMB 20 / person to the excess amount, the number of passengers received by the travel agencies are counted into the total number of their received passengers, which are only eligible for the reward with the highest amount.

13.强化旅游产业要素保障。服务温州地接120天/年以上，游客满意度80%以上的中、高级导游员，分别给予5000元和1万元的奖励。对龙头性、带动性作用明显的重点旅游项目，可按“一事一议”给予点状用地等支持。

13. Strengthen the elements protection for the tourism industry. A reward of RMB 5,000 and RMB 10,000 will be granted respectively to the middle and the senior tourist guide who serves as the local tourist guide of Wenzhou for more than 120 days / year and enjoys more than 80% of satisfaction rate. The tailored polices, such as the spot land usage, could be introduced to support key tourism project with leading and model effect.

四、促进科技服务业提质增效

IV Improve the quality and efficiency of the S&T service industry

14.聚焦培育高技术服务业。对新设立、新引进或非法人转独立法人的国内外知名研发、创意设计、技术转移、检验检测认证、创业孵化、知识产权、科技咨询、人力资本等专业性服务机构，经市相关主管部门认定后，自设立（或转法人）年度起3年内给予奖励，奖励额度参照其形成地方综合贡献度的50%确定。每年在自创区（科创走廊）内遴选5家左右优秀科技中介机构，给予每家30万元奖励。以政府购买服务方式支持温州科技大市场建设运营，入驻温州科技大市场的中介机构年度绩效考核优秀、良好的，市财政分别奖励10万元、5万元。

14. Focus on cultivating the high-tech service industry. To the domestic and foreign R&D, creative design, technology transfer, inspection, testing and certification, business incubation, intellectual property rights, science and technology consulting, human capital and other professional service institutions that are newly established, newly introduced or have independent legal entities, after being recognized by the municipal government, such institutions will be rewarded within 3 years from the year of establishment (or having independent legal entities), the amount of which is defined by reference to 50% of their comprehensive contributions to local economy. Each year, about 5 outstanding technology intermediaries will be selected among those operating in the Independent Innovation Zone (S&T Innovation Corridor), and each one will be awarded with RMB 300,000. By means of government purchase of services, the support is given to the construction and operation of Wenzhou S&T Market, and the municipal government will grant RMB 100,000 and RMB 50,000 respectively to the intermediaries operating in the Wenzhou S&T Market and being identified as the one with outstanding and excellent performance.

15.大力发展检验检测服务。对开拓国际检验检测市场、开展国际检验检测技术结果和能力互认的机构，年度新增检测业务收入（不含验货类检测）20万元以上的，给予新增境外及跨国合作检验检测业务量10%、不超过30万元的奖励。每年遴选2个左右检验检测质量赶超项目，按照项目实施情况给予最高150万元的补助。对企业承担市级服务业标准化试点项目建设并通过验收的，分优秀、良好和合格三档分别奖励20万元、10万元和5万元。对新获全国重点能源资源计量服务示范项目、全国工业计量标杆示范单位、浙江省能源计量示范工程的单位，分别给予20万元、20万元、10万元奖励。在省级知识产权服务业集聚发展示范区年度考核中考核优秀的奖励40万元，新获评的奖励20万元。

15. Make vigorous effort to support the development of inspection and testing services. For the institutions exploring the international inspection and testing market and carrying out international inspection and testing technical results and capacity mutual recognition, which have the annual income from new testing services (excluding the testing for goods examination) above RMB 200,000, the reward will be granted to such institutions, amount of which is 10% of their inspection and testing business volumes and no more than RMB 300,000. Each year, select around 2 inspection and testing projects with outstanding qualities, which will be subsidized in accordance with the implementation of the project, and the amount of such subsidy will be no more than RMB 1.5 million. If the enterprise undertakes the municipal service industry standardization pilot project and passes the acceptance, it will be rewarded with RMB 200,000, RMB 100,000 and RMB 50,000 if they are evaluated to be the ones with the excellent, the good and the qualified performances respectively. Those newly awarded with the title of the National Key Energy Resources Measurement Service Demonstration Project, the National Industrial Measurement Benchmarking Demonstration Unit and the Zhejiang Province Energy Measurement Demonstration Project will be rewarded with RMB 200,000, RMB 200,000 and RMB 100,000 respectively. Those having excellent assessment results in the annual performance assessment of those operating in the Provincial Intellectual Property Service Industry Agglomeration Development Demonstration Zone will be rewarded with RMB 400,000, and RMB 200,000 for those newly assessed as the one with excellent results.

16.积极培育信息化集成服务提供商。着力培育有能力提供研发设计、供应链管理、检验检测、节能环保、标准化、信息化、运行维护、智能制造等解决方案的企业，在上述领域以竞争性分配方式每年择优资助不超过10个总集成总承包项目，每个项目按合同金额10%给予不超过50万元的资助。对年度新增地方综合贡献50万元以上的软件和信息技术服务公司、智能制造工程服务公司给予奖励，奖励额度参照其新增地方综合贡献度的50%确定，最高奖励100万元。对新入驻市级以上数字经济产业园、双创基地的软件和信息技术服务公司，按实际租金价格和租赁面积（人均不超过20平方米）给予最高20元/月·平方米的房租补助，单个企业年度最高补助20万元，补助期限3年。

16. Make active efforts to cultivate the IT integration service provider. Focus on cultivating enterprises capable of providing solutions in R&D and design, supply chain management, inspection and testing, energy conservation and environmental protection, standardization, informatization, operation and maintenance and intelligent manufacturing etc., in the above-mentioned areas, the government will allocate the funding for up to 10 EPC projects per year on a merit basis, with each project receiving the financial support amounting to 10% of the contract value and up to RMB 500,000. If a software and IT service company or intelligent manufacturing engineering service company has the annual newly added comprehensive contribution to local economy over RMB 500,000, such company will be rewarded, and the amount of which is defined by reference to 50% of their newly added comprehensive contributions to local economy, and up to a maximum of RMB 1 million. For the software and IT service companies that are newly settled in digital economy industrial parks and the innovation and entrepreneurship bases above the municipal level, rent subsidies will be granted according to the actual rental price and leasing area (no more than 20 m2 per capita), and up to a maximum of RMB 20/month/m2, and a maximum annual subsidy of RMB 200,000 for individual enterprise for 3 years.

17.支持制造企业服务化发展。新认定的国家级、省级服务型制造示范企业（平台）分别奖励100万元、50万元。新认定的国家级、省级先进制造业与现代服务业深度融合发展试点企业分别奖励100万元、50万元。鼓励制造业龙头企业将研发中心、技术平台、工业设计部门、个性化定制部门、营销部门、物流部门、工程总包模块、云平台等分离，对分离新设独立法人的生产性服务业企业给予奖励，奖励额度参照其分离新设过程中发生的不动产过户形成的地方综合贡献度的总额确定；3年内对分离新设的服务业企业给予奖励，奖励额度参照其形成地方综合贡献度的50%确定。符合要求的分离新设服务业企业在“三大平台”新建自持自用办公场所的（不分割产权），参照浙南科技城新型产业用地（M0）政策。

17. Support manufacturing enterprises to provide industrial services. The newly recognized national and provincial service manufacturing demonstration enterprises (platforms) will be awarded with RMB 1 million and RMB 500,000 respectively. The newly identified national and provincial pilot enterprises featuring the integration of the advanced manufacturing and modern service industry will be rewarded with RMB 1 million and RMB 500,000 respectively. Encourage leading manufacturing enterprises to separate R&D centers, technology platforms, industrial design departments, personalized customization departments, marketing departments, logistics departments, general contracting modules and cloud platforms etc., and the reward will be granted to the production service enterprises that set up an separate unit as mentioned above with independent legal entities, and the amount of which is defined by reference to the total amount of the comprehensive contribution to the local economy generated during the real estate transfer that occurs in the process of separation and new establishment; the reward will be granted to the newly separated service enterprises within 3 years, and the amount of which is defined by reference to 50% of their comprehensive contributions to local economy. The newly separated service enterprises, which meet the requirements and build the new self-owned and self-occupied office space (without dividing the property rights) in the “three major platforms”, will be rewarded with reference to the policy pertinent to the new industrial land (M0) in Zhennan Science and Technology City.

18.引导服务业集聚发展提档升级。新认定的省级服务业集聚示范区、市级现代服务业集聚区分别奖励50万元、30万元。对首次小升规，且当年地方综合贡献度超过20万元的服务业企业连续三年给予奖励，奖励额度参照其比上年新增的地方综合贡献度确定，最高50万元；三年期内出现退规的，退规当年奖励终止。

18. Guide the service industry to cluster for an upgraded development. The newly recognized provincial service industry agglomeration demonstration zone and the municipal modern service industry agglomeration zone will be rewarded with RMB 500,000 and RMB 300,000 respectively. If a service enterprise is upgraded for the first time from a small sized one to a one with the size designated by the government and makes the comprehensive contribution to the local economy above RMB 200,000, the government will reward such enterprise for three consecutive years, with the reward amount defined by reference to its newly added comprehensive contribution compared with that of the previous year, and up to a maximum of RMB 500,000; in case that such enterprise is downsized into a smaller one within three years, the reward will be terminated in the year of such downsizing.

五、提升发展商贸服务业

V Promote the development of trade service industry

19.鼓励发展新零售。列入省、市级新零售企业名录，在全市范围内开设线下实体店20家以上、年度网络销售额2000万元以上的新零售标杆企业，给予50万元奖励。

19. Encourage the development of new retail industry. The reward of RMB 500,000 will be granted to the new retail benchmarking enterprise which is included in the provincial or municipal list of new retail enterprises and has above 20 offline physical stores and the annual online sales volume above RMB 20 million.

20.培育壮大会展业。在市区举办展期3天以上的市场化专业展会，展览面积达到2万平方米、3.5万平方米的，分别给予10万元、20万元补助；境外参展商超过10%的，补助比例提高10%。对新获得国际展览业协会（UFI）等国际组织认证的我市会展企业奖励50万元、展览项目奖励30万元。

20. Cultivate exhibition industry. The reward of RMB 100,000 and RMB 200,000 will be granted respectively to the organizer of the market-oriented professional exhibition which is held in the city, lasts above 3 days and has the exhibition area reaching 20,000 m2 and 35,000 m2; if the overseas exhibitors in such exhibition is above 10%, then the subsidy proportion will be increased by 10%. If an exhibition enterprise of the City is newly certified by international organizations such as the UFI, the reward of RMB 500,000 will be granted to such enterprise and RMB 300,000 to the exhibition project.

21.加快发展智能化物流。新认定的国家3A、4A和5A级物流企业分别奖励15万元、30万元、50万元。经认定按照物流企业近3年内在物流信息化项目上投入超过100万元，其中软件投入超过20%的，给予项目实际投资额15%、不超过100万元的奖励。物流企业根据国家发改委《产业结构调整指导目录（2019年本）》一年内采购与应用自动识别和标识装备、电子数据交换设备、可视化设备、货物跟踪和快速分拣设备、移动物流信息服务设备、物流信息系统安全设备、立体仓库设备，以及全球定位、地理信息、道路交通信息通讯、智能交通等系统应用设备投入200万元以上的，给予10%、不超过100万元的奖励。对列入年度市服务业重大项目计划且累计完成总投资额30%以上的在建重大物流项目，给予项目总投资额0.5%、不超过200万元的一次性补助。

21. Accelerate the development of intelligent logistics industry. The newly recognized national 3A, 4A and 5A logistics enterprises will be awarded with RMB 150,000, RMB 300,000 and RMB 500,000 respectively. If recognized by the government as the logistics enterprise which has invested above RMB 1 million in applying the information technology to logistics operations in the past 3 years, with more than 20% of such investment into the software development, then such enterprise will be granted with the reward amounting to 15% of its actual investment and no more than RMB 1 million. If the logistics enterprise, as per the Industrial Structure Adjustment Guideline Catalog (2019) formulated by the National Development and Reform Commission, invests, within a year, more than RMB 2 million to purchase and apply automatic identification and marking equipment, electronic data exchange equipment, visualization equipment, cargo tracking and rapid sorting equipment, mobile logistics information service equipment, logistics information security system, three-dimensional warehouse equipment, as well as global positioning, geographic information, road traffic information and communication, intelligent transportation and other systems, then such enterprise will be granted with the reward amounting to 10% of such investment and no more than RMB 1 million. If a major logistics project which is under construction, included in the annual city service industry major project plan and has actually received above 30% of the total required investment, then such project will be granted with the one-time subsidy amounting to 0.5% of its total investment and no more than RMB 2 million.

22.做强做优电子商务。对知名电商平台在我市设立的面积超过2000平方米、1000平方米、500平方米的分支经营机构，经认定，按实际租金分别给予不超过50万元、30万元和15万元的补助。新列为国家级、省级垂直化电商平台、专业化网络分销平台、创新网络直播平台的，分别给予100万元、60万元奖励。新列为国家级、省级电子商务产业基地（或电子商务创新试点项目）的，分别奖励100万元、60万元。鼓励企业利用电商平台拓展市场，我市企业一年内通过列入市级目录的电商平台每发生500万元B2C网络销售额、5000万元B2B网络销售额，给予2万元推广补助；电商平台年B2C交易额每5000万元、B2B交易额每5亿元给予平台企业5万元运营补助；单个企业补助最高20万元，入驻市级以上电商产业示范基地的可放宽至30万元。

22. Develop the e-business. If a well-known e-commerce platform establishes a branch in the city with an area above 2,000 m2, 1,000 m2 or 500 m2, if recognized, then the subsidy will be granted to such platform, and with a maximum of RMB 500,000, RMB 300,000 and RMB 150,000 respectively. Those newly listed as the vertical e-commerce platforms, specialized network distribution platforms or innovative webcasting platforms at the national and provincial level will be rewarded with RMB 1 million and RMB 600,000 respectively. Those newly listed as national and provincial e-commerce industry bases (or e-commerce innovation pilot projects) will be rewarded with RMB 1 million and RMB 600,000. Encourage enterprises to use e-commerce platforms to expand their markets, the enterprise of Wenzhou origin will be subsidized with RMB 20,000 for each RMB 5 million of B2C online sales volume and each RMB 50 million of B2B online sales volume registered on the e-commerce platforms included in the municipal list; and a subsidy of RMB 50,000 to each RMB 50 million of B2C online sales volume and each RMB 500 million of B2B online sales volume; the subsidy to individual enterprise is RMB 200,000 at most and RMB 300,000 at most to those operating in the e-commerce industry demonstration base above the municipal level.

23.创新提升传统商贸业。新认定为国家级、省级著名商业街区（高品质步行街区）的，分别奖励80万元、50万元。新获得中华老字号、浙江老字号的商贸企业，分别奖励20万元、10万元。年度社会消费品零售额超过3000万元且同比增幅超过10%的限上商贸企业，给予年度零售额增量部分3‰、不超过20万元的奖励，其中汽车、石油及制品行业奖励系数减半。

23. Make innovative efforts to upgrade the traditional commerce and trade. Those newly recognized as national and provincial famous commercial street districts (high quality pedestrian street districts) will be awarded with RMB 800,000 and RMB 500,000 respectively. The trade and commerce enterprises that have newly obtained the titles of Chinese or Zhejiang Time-honored Brands will be awarded with RMB 200,000 and RMB 100,000 respectively. The commerce and trade enterprises above the size designated by the government, which register the annual retail sales of consumer goods over RMB 30 million and with a year-on-year increase above 10%, will be granted with the reward amounting to 3‰ of such incremental part in their annual sales and no more than RMB 200,000, which will be halved for those in the automotive, petroleum and product manufacturing industry.

24.开展夜市试点。针对月光经济产业区域内夜间特定时段、特定位置，在符合环境保护、安全生产、消防安全、市政环卫等相关规定，不扰民、不影响交通秩序等前提下，允许“外摆位”和“跨门营业”试点。夜间特定时间段（20:00-24:00），允许部分道路增设夜间临时停车位，免收或减收停车费。需临时占用城市道路、广场或公园等公共区域的，优化审批流程，简化审批手续，视活动需要可适当延长批准的活动时间，对主办方在同一场地举办相同内容的多场次活动，实行一次性许可。

24. Set up trial night market. During the specific time at night and in specific location of the moonlight economic and industrial zone, and in line with the relevant regulations concerning the environmental protection, production safety, fire safety, municipal sanitation etc., and under the prerequisite that there shall be no disturbance to the daily life of the residents nearby and no disruption to the traffic order in that area, it would be allowed to have the “street booth” and “cross-door business” on a trial basis. At certain times of the night (20:00-24:00), additional temporary night parking spaces are allowed on some roads with no or reduced parking fees. For the booths that need to temporarily occupy public areas such as city roads, squares or parks, the administrative review process will be simplified for a timely approval, and the duration of such approved activities could be extended as needed, and implement a one-time permit for the organizers holding multiple events with the same content in the same venue.

25.引导社会资本参与停车服务业。市区范围内由企业（市、区、镇、街道财政控股的国有投资公司除外）、其他经济组织、机构或个人等出资新改扩建面向社会开放、新增停车位30个以上、建成后接入温州市城市智能停车信息平台的公共停车场（库）项目，工程竣工验收投运3个月后，经认定，按照升降横移（简易升降）类、地上停车楼、地下停车库分别给予每个新增车位0.5万元、1.5万元、3万元补助。补助项目应为单建公共停车场、设有独立出入口的增设配建公共停车场或既有公共停车场改扩建项目。

25. Attract the private capitals to invest into the parking service industry. The public parking lot, which is located within the city, built or renovated by the enterprise (excluding the state-owned investment company with fiscal department of city, district, town or street administration as the shareholder), other economic organizations, institutions or individuals, open to the public, has added more than 30 new parking spaces and will be accessible through the Wenzhou City Smart Parking Information Platform, will be subsidized, after 3 months since the acceptance of the construction and if recognized as qualified, with RMB 5,000, RMB 15,000 and RMB 30,000 for each newly added parking stall of the vertical, the above-the-ground and the underground parking lot respectively. The subsidized project shall be a single public parking lot, an additional public parking lot with separate entrances, or an expansion of an existing public parking lot.

六、培育发展文化产业

VI Cultivate the culture industry

26.加快重点文化企业培育。首次获评、提名全国文化企业30强的分别奖励100万元、50万元；新认定的省级重点文化企业、创新型数字文化企业、成长型文化企业，分别奖励20万元、15万元、10万元。新认定的市级以上重点文化企业和成长型文化企业，连续2年对上年度300万元额度以内的银行贷款按照LPR的30%给予贴息补助。新认定为国家、省级文化产业示范基地的，分别奖励10万元、5万元；新认定为省级重点文化产业园区、文化创意街区的，分别奖励30万元、30万元；以上奖励在同一级别有重叠的就高奖励不重复，园区运营主体不单一的不予奖励。每年重点扶持5个左右特色化实体书店项目，按照一二三档分别给予40万元、20万元、10万元资助。本市文化企业、“老字号”企业参加由市委宣传部、市商务局、市文广旅局组织的市外重点文化节展的，市财政全额补助展位费和特装搭建费。

26. Pick up the pace in cultivating the key culture enterprise. The first-time winners or nominees of the National Top 30 Cultural Enterprises will be awarded with RMB 1 million and RMB 500,000 respectively. The newly recognized key provincial cultural enterprises, the innovative digital cultural enterprises and the potential cultural enterprises will be awarded with RMB 200,000, RMB 150,000 and RMB 100,000 respectively. For the newly recognized key cultural enterprises and potential cultural enterprises above the municipal level, the interest subsidy will be granted, for 2 consecutive years, to such enterprises, amounting to 30% of LRP for the bank loans within RMB 3 million and issued in the previous year. Those newly recognized as the national and the provincial cultural industry demonstration bases will be awarded with RMB 100,000 and RMB 50,000 respectively; those newly recognized as the provincial key cultural industry parks and the cultural and creative neighborhoods will be awarded with RMB 300,000 and RMB 300,000 respectively; if there are similar rewards of the above-mentioned kind at the same level, then only the reward with the highest amount would be applicable, and the reward would not be applicable in the case where there are multiple owners of an industrial park. Each year, focus on supporting around 5 physical bookstores with unique characteristics, and grant the reward of RMB 400,000, RMB 200,000 and RMB 100,000 for those classifying as Level 1, Level 2 and Level 3 respectively. The cultural enterprises and the “time-honored” enterprises of Wenzhou origin, which participate in the out-of-town cultural events organized by the Publicity Department of CPC Wenzhou Municipal Committee, the Municipal Bureau of Commerce and the Municipal Bureau of Culture, Radio, Film and Television Bureau, will be granted with the subsidies to cover all of their booth fees and special booth construction costs.

27.鼓励发展影视演艺产业。影视企业出品的电视连续剧在央视和省级知名卫视黄金时段（18:00－23:00）首播的，每集奖励5万元；电影在全国院线上映，放映所属权限区域内的首映年度票房超过3000万元、6000万元、1亿元的，分别奖励80万元、140万元、200万元；在全国知名视频平台播出并在其类别年度排名前10的电影类、电视剧类、网剧类、网络大电影类作品，经认定，每部奖励50万元；每部作品只奖一次。固定资产投资300万元以上的单个项目自持部分3000万元以下给予实际投资额的5%奖励，自持部分3000万元以上部分给予7%奖励，单个项目奖励不超过500万元。招引国内外知名音乐节品牌来温落户，支持国内外著名音乐作品和流行音乐产品来温演出，按照举办音乐节和演出票房的5%给予不超过50万元的补助。

27. Encourage the development of the film and performing arts industry. The film and TV enterprise which produces the TV series premiering on CCTV and well-known provincial star-TV stations in prime time (18:00-23:00) will be rewarded with RMB 50,000 per episode of such series; If the movie is released in cinemas nationwide and its annual box office of since its first screening in the authorized area exceeds RMB 30 million, RMB 60 million or RMB 100 million, the maker of such movie will be rewarded with RMB 800,000, RMB 1.4 million or RMB 2 million respectively. For films, TV plays, web dramas, and online blockbusters that are broadcasted on the nationally renowned video platforms and ranked in the top 10 in their categories yearly, a one-time award of RMB 500,000 will be granted for each of such programs. For the project with the fixed asset investment above RMB 3 million, a reward amounting to 5% of the actual investment will be granted to the self-owned part below RMB 30 million and 7% to the part above RMB 30 million, and up to a maximum of RMB 5 million for individual project. Attract famous domestic and foreign music festival brands to settle in Wenzhou, support the performances of the famous domestic and foreign music works in Wenzhou, the subsidy will be granted, amounting 5% of the box office of such music festivals and performances and up to a maximum of RMB 500,000.

28.支持民办博物馆美术馆建设。对个人和民营企业出资新建馆舍的民办博物馆、美术馆，市区范围内的由市财政按陈列展览面积给予500元/平方米、不超过100万元的补助，补助资金超过50万元的分两年到位。对租房新办的博物馆、美术馆，市区范围内的由市财政按陈列展览面积给予200元/平方米、不超过30万元的房租和装修费用补助。对全年免费开放的民办博物馆、美术馆，市财政按陈列展览面积每年给予50元/平方米、不超过10万元的奖励。

28. Support the construction of private museums and galleries. For the newly built private museums and galleries funded by the individuals or private enterprises, if such facilities are located within the City, then a subsidy will be granted by the municipal government, amounting to RMB 500/m2 and no more than RMB 1 million, if the subsidy exceeds RMB 500,000, then the part over the RMB 500,000 will be cashed in within two years. For the private museums and galleries which are set in the rented facilities, if such facilities are located within the City, then a subsidy will be granted by the municipal government to cover the rents and decoration costs, amounting to RMB 200/m2 and no more than RMB 300,000. For the private museums and art galleries that are open to the public free of charge all year round, the municipal government will give an annual reward of RMB 50/m2, and up to a maximum of RMB 100,000.

七、培育发展体育产业

VII Cultivate the sports industry

29.鼓励举办体育项目。社会力量投资、符合我市品牌体育赛事条件的省级及以上体育赛事，经认定，给予实际总费用30%、不超过70万元的奖励。对我市体育产业发展、城市形象提升起重大作用的体育产业节庆、展会、论坛等活动，经认定，给予总费用30%、不超过100万元的奖励。每年安排不超过300万元资金，对市本级非营利性民办体育学校单个大型建设项目按照不高于LPR的30%给予贴息补助。

29. Encourage the holding of sports events. Sports events at the provincial level and above that are invested by private sectors and meet the conditions of the City’s branded sports events, if recognized, will be rewarded with 30% of the actual total holding cost, and up to a maximum of RMB 700,000. Events such as sports industry festivals, exhibitions and forums that play a significant role in developing the City’s sports industry and in enhancing the City’s image, if recognized, will be rewarded with 30% of the actual total holding cost, and up to a maximum of RMB 1 million. Arrange up to RMB 3 million per year to subsidize a single large-scale construction project of a city-level non-profit private sports school at an interest rate not higher than 30% of the LPR.

30.提升体育产业品牌。新认定的国家体育产业示范单位、示范项目，分别奖励50万元、30万元。新认定的全国水上（海上）国民休闲运动中心、全国水上运动俱乐部，分别奖励50万元、15万元。新认定的国家航空飞行营地、航空运动俱乐部，奖励15万元。新认定的省级运动休闲旅游示范基地、精品线路、优秀项目承担企业，分别奖励10万元、6万元、3万元。评为重点高水平体育后备人才基地、高水平体育后备人才基地、单项体育后备人才基地的学校或俱乐部，四年有效周期内每年按国家、省两个等级分别补助50万元和30万元、35万元和25万元、20万元和15万元。年度考核前十的4A、5A级体育社会组织，分别奖励3万元、5万元。新认定的省级体育服务业或体育用品制造业示范企业连续3年给予奖励，奖励额度参照其形成地方综合贡献度的40%确定。本条款所列奖励均为全市范围，对同一主体的奖励就高不就低、不叠加。

30. Enhance the brand of the sports industry. The newly recognized national sports industry demonstration units and the demonstration projects will be awarded with RMB 500,000 and RMB 300,000 respectively. The newly recognized national water (sea) recreational sports center and the national water sports clubs will be awarded with RMB 500,000 and RMB 150,000 respectively. The newly recognized national aviation flight camps and the air sports clubs will be awarded with RMB 150,000. The enterprises operating the newly recognized provincial sports and leisure tourism demonstration bases, the high-quality sightseeing lines and the excellent projects will be awarded with RMB 100,000, RMB 60,000 and RMB 30,000 respectively. The Schools or clubs recognized as the key high-level sports reserve talent bases, the high-level sports reserve talent bases and the single sports items reserve talent bases at national or provincial level will receive respectively, within the valid period lasting four years, annual subsidies of RMB 500,000 or RMB 300,000, RMB 350,000 and RMB 250,000, RMB 200,000 and RMB 150,000. The top ten 4A and 5A sports social organizations in the annual assessment will be awarded with RMB 30,000 and RMB 50,000 respectively. The newly recognized provincial sports service industry or the sports goods manufacturing demonstration enterprises will be rewarded for 3 consecutive years, and the amount of which is defined by reference to 40% of their comprehensive contributions to local economy. The rewards listed in this article are applicable citywide and the same subject is only eligible for the reward with the highest amount among all other similar rewards applicable to such subject.

八、大力发展养老服务业

VIII Make vigorous efforts to develop the elderly care services industry

31.支持居家养老服务多样化发展。市级对镇（街）养老服务中心按建设投入给予40%、不超过30万元的补助，对社区养老园按建设投入给予30%、不超过20万元的补助，对市级、区级、标准型社区（村）居家养老服务照料中心分别给予28万元、10万元、3万元的建设补助；同一对象在上述等次间提档升级的，只补助新增建设投入部分。管理评级四星、五星级居家养老服务机构，每家每年分别给予8万元、12万元运营补助。市区连续运营6个月以上且日均服务不低于20人次的老年人助餐点，市级给予每年3万元的伙食补助。为政府购买居家养老服务对象连续服务6个月以上的居家养老服务机构，市级按照每人每年50元的标准予以补助（纳入重度残疾人托养、安养工程的老人除外）。鼓励开展适老化环境改造，市级对本市户籍特殊群体老年人（最低生活保障及边缘对象、重点优抚对象、计划生育特别扶助对象）家庭实施适老化环境改造，按实际投入额给予不超过5000元的补助。企业或社会组织承接运营公办（建）社区居家养老服务机构，所在地政府应无偿提供场所。

31. Support the efforts to diversify the home-based elderly care services. The subsidy will be granted by the municipal government to the elderly care centers in towns (streets) to cover 40% of their construction costs, and up to a maximum of RMB 300,000, and to such centers in communities to cover 30% of their construction costs, and up to a maximum of RMB 200,000; the municipal, the district and the standard community (village) home-based elderly care centers will be granted with the construction subsidy of RMB 280,000, RMB 100,000 and RMB 30,000 respectively; a center upscaled to be one of the above-mentioned kind will only be granted with the subsidy to cover the cost of the construction for that upscaling. The four-star and the five-star home-based elderly care agencies will be granted with the subsidy of RMB 80,000 and RMB 120,000 respectively to cover their annual operational costs. The food delivery station for the elderly, which is located in the City, operates for at least 6 consecutive months and serves an average of at least 20 people per day, will be granted by the municipal government with the annual food subsidy of RMB 30,000. Municipal government will provide subsidies at the standard rate of RMB 50 per person per year for home-based elderly care agencies that have provided continuous service for more than 6 months to government-purchased home-based elderly service recipients (excluding the elderly who are included in the care and rehabilitation projects for the severely disabled). Encourage the efforts to build an elderly friendly environment, and the municipal government provides the subsidies up to RMB 5,000 to cost of such renovations conducted by the families of the groups of special elderly people with the household registry in the City (subjects receiving the minimum living allowances and marginal objects, key entitled groups and objects receiving the special support for family planning), which renovate their houses to be friendly to the elderly. If an enterprise or social organization takes over the operation of a public community home-based elderly care service institution, the local government should provide the premises for such operation free of charge.

32.推动民办养老机构扩容提质。市级对新增的固定资产投资总额1000万元以上、150张床位以上的民办及公办（建）民营养老机构给予100万元建设补助。市级对以自有房产（产权在机构名下）、租赁房产（原房产未作为养老机构使用且租赁期限不少于5年）开办的民办养老机构分别给予每张床位1万元、5000元的一次性建设补助，经认定属于护理型床位的补助标准提高20%，公办（建）民营养老机构由社会力量投资建设的新增床位享受同等待遇。民办及公办（建）民营养老机构按照三星、四星、五星管理评级分别给予9万、15万、24万元一次性补助，市级对新建内设持证运营的护理院（护理中心、安宁疗护中心）、医务室（护士站）分别给予50万元和10万元建设补助。

32. Facilitate the efforts to expand the accommodation capabilities of the private elderly care institutions and improve the quality of their services. The municipal government will grant a construction subsidy of RMB 1 million to the newly built private or public (built) nursing homes with a total fixed asset investment of over RMB 10 million and with more than 150 beds. The municipal government provides a one-time construction subsidy of RMB 10,000 per bed and RMB 5,000 per bed to the private nursing homes run by virtue of their own real estate (the property rights are under the name of the institution) and leased real estate (the original real estate is not used as a nursing home and the lease period is no less than 5 years) respectively, and the subsidy standard for nursing beds, if recognized, will be increased by 20%, and the new beds the elderly care institutions sponsored by the government and operated by private sector are eligible for the same subsidies. The three-star, the four-star and the five-star elderly care institutions sponsored by government or private sector and operated by private enterprises will be granted with the one-time subsidy of RMB 90,000, RMB 150,000 and RMB 240,000 respectively, the municipal government provides the construction subsidy of RMB 500,000 and RMB 100,000 to the newly built and licensed nursing homes (nursing center, hospice care center) and the medical offices (nurses station) respectively.

By-laws

1．关于政策适用对象。文中所指企业、社会组织、机构为申报时注册地和财政收入在温州市区范围内具有独立法人资格的企业或合伙企业、社会组织和机构，台资、外资企业同等享受。房地产企业（项目）、“亩均论英雄”综合评价C、D类企业、列入严重失信名单的企业均不享受本政策全部条款。企业申请奖补须符合并承诺不存在严重性质的违法用地违法建设、不存在未经审批擅自改变功能和当年未发生安全生产、食品安全、环境污染等重大责任事故、未发生较大群体性事件情况。严重失信名单、“亩均论英雄”评价结果名单以奖补公示截止前政府提供的最新名单为审核节点。在奖补公示截止前将企业注册地搬离、未在要求时间内在温州市产业政策奖励兑现系统填报相关数据和不符合奖补资格的，不予奖补。原则上行政单位不作为奖补对象。

1. The subjects eligible for the Policies. The enterprises, private organizations and institutions referred above are those registering and reaping their profits in the downtown area of Wenzhou and having independent legal personalities or those in partnership with such enterprises, private organizations and institutions, the enterprises invested by Taiwanese or foreign capitals are eligible for the same preferential treatments. The Policies are not applicable to real estate enterprises (projects), the enterprises classified as C or D in the campaign to evaluate their performances in each mu of land and the enterprises blacklisted for the compromised integrity. All those applying for the reward or subsidy shall be clear of any illegal land usage, any illegal construction, any unauthorized change of function, any major accident in the year of the application related to production safety, food safety or environmental pollution and any mass disturbance incident. The latest version of the blacklist of the enterprises with compromised integrity and the latest result of the performance evaluation for each mu of land shall be applicable for the review of such applicants following government’s public announcement of the items for the reward or subsidy. The reward or subsidy specified in the Policies shall not be applicable to those relocating themselves out of the originally registered location before the deadline of such public announcement, or not filling in the necessary information in the Industrial Preferential Policies Cashing-in System of Wenzhou within the required period of time, or not meeting the conditions for such reward or subsidy. The administrative unit, in principle, will not be eligible for the reward or subsidy.

2．关于奖补资金用途、拨付和兑现时间。奖补资金用于支持企业高质量发展。各奖补项目组织申报时间以具体申报通知或指南为准，原则上在温州市产业政策奖励兑现系统限时办理。资格定补类项目随时受理，即申请即兑付。按年度投入或产出基数奖补的数据核校类项目可安排在次年组织申报，鼓励实行分期或按比例预拨奖补。奖补资金除正文条款中明确由市财政承担外，均按照现行财政体制分担，各级都必须及时足额到位。

2. The times of appropriating and cashing in the reward or subsidy and their usages. The reward and subsidy are disbursed to support the high-quality development of enterprises. The application for the reward or subsidy shall be submitted within the period of time specified in the relevant announcement or guideline released by the government, which, in principle, shall be submitted within the period of time allowed in the Industrial Preferential Policies Cashing-in System of Wenzhou. There is no specific requirement on the timing of submitting the application for the recognition of qualification, which could be granted as soon as such application passes the review. The application for the reward or subsidy which is granted based on the verified annual input or output could be submitted in the year following the year when the enterprise achieves such input or output, and it is encouraged to disburse such reward or subsidy in installment or to proportionately do so in advance. Unless specified in the Policies to be disbursed by the municipal government, the subsidy and reward shall be disbursed by local government under the existing fiscal system and be done on time and in full.

3．关于重复、叠加和进等奖励。5年内同一项目符合本政策两项或两项以上扶持条款的，可执行最高额，但不重复享受。同一企业（社会组织、机构）不同项目符合本政策两项或两项以上扶持条款的，可叠加执行。5年内同一企业以同一名义（项目）在区级（含功能区）、市级获得财政奖励后又获得更高等次奖励认定的，各级已奖励部分视作已配套，仅补足奖励差额部分。5年内同一奖项（认定）在低等次已作奖励的，晋升到高等次时，只奖励差额部分。5年内本政策与市级其他政策对同一个企业（项目）的同类型奖励出现重合时，就高执行，不重复享受。同一企业（个人）以同一年度的地方综合贡献度作为参照依据的各奖补项目、以同一年度的银行贷款利息作为依据的各贴息奖补项目、以同一年度的技改投入作为依据的各奖补项目，奖补金额就高执行，不重复享受；同时符合市区两级政策（含“一事一议”）的，奖补金额就高执行不叠加。注册时间三年以上的企业同一年度所获奖补资金总额（含市、区两级）以其上一年度形成的地方综合贡献度为上限。

3. The addition, accumulation and scaling-up of the rewards. If the same project, within 5 years, meets two or more of the provisions of the Policies, then the reward with the highest amount will be granted for such project while the rewards with less amounts will be no longer available. The different projects of an enterprise (social organizations, institutions), which meet two or more of the provisions of the Policies, are respectively eligible for these rewards. The enterprise, which has already gained the access to the reward disbursed by the government of district (or functional area) or city for one project, later becomes eligible for the same reward at higher level within 5 years counted from the year when the first reward was granted, then the acquired reward will be counted into the amount of such reward at higher level and only the balance will be cashed in. The subject, which has already been rewarded (or recognized with certain qualification) at the lower level and then becomes eligible for the reward at the higher level within 5 years counted from the year when the first reward was granted, will only be eligible for the balance between the rewards at lower and higher levels. The enterprise (project), which is eligible for both the rewards specified in the Policies and other rewards made available by the municipal government, will become eligible only for the reward with the highest amount. For the reward granted based on the comprehensive contribution to the local economy in the same year, the subsidy for the interest of the bank loans in the same year and the reward for investing in upgrading the technology, the enterprise (individual) will only be eligible to such reward or subsidy with the highest amount; those eligible for the reward or subsidy specified in both district and municipal policies will only be entitled for the reward or subsidy with the highest amount. The reward or subsidy (at the municipal and district levels) granted, in the same year, to the enterprise registered for more than three years should be no more than its comprehensive contribution to the local economy in the previous year.

4．关于部分名词的界定。“地方综合贡献度”指企业实现的增加值、营业收入、利润总额所形成的地方留成部分（规费除外）、人才贡献、科技创新投入、就业贡献等。“本地存量金融机构整合分立而新设的金融总部机构”指投资管理型村镇银行等。影视产业政策条款中所称“固定资产投资”指影视企业的基础设施建设实际投资，包括基础设施及建筑工程费（含摄影棚）及影视特技、后期制作、高科技动漫制作设备，不包括土地、二次装修、相关税费等；“自持部分”是指企业取得房产权属证、设备购置取得合法凭证入账之日起自持三年以上的部分。“省级知名卫视”指浙江、湖南、北京、江苏、东方卫星频道；“全国知名视频平台”指腾讯视频、爱奇艺、优酷土豆、乐视视频、搜狐视频、PPTV。“以上”包括本数。“LPR”和贷款贴息指贷款合同参照定价的贷款市场报价利率（LPR），除明确按实际发生利率、基准利率计除外。“三大平台”指瓯江口产业集聚区、浙南产业集聚区、环大罗山科创走廊。

4. Definition of some terms. The “comprehensive contribution to the local economy” refers to the enterprises’ added values, operation revenues, part of the total profit retainable to the local government (excluding the fees required by the government), talents contribution, R&D investment and jobs created etc. “The financial headquarters newly established through the integration or separation of existing local financial institutions” refer to the village investment banks etc. The “fixed assets investment” in the provisions pertinent to the film and television industry refers to the actual investment of the film and television enterprises in the operational infrastructure, including the infrastructure and construction costs (including studio) and equipment for film and TV stunts, post-production, and high-tech animation production and excluding the costs related to land, secondary decoration and taxes etc.; “self-owned part” refers to the part owned by the enterprise for more than three years counted from the year when it acquired the property ownership certificate or put the invoice of equipment procurement into the account. The “well-known provincial star-TV station” refers to the Zhejiang, Hunan, Beijing, Jiangsu and Oriental Satellite Channel; the “nationally renowned video platforms” refer to the Tencent Video, iQiyi, Youku Tudou, Leshi Video, Sohu Video and PPTV. “Above XXX” indicates a range starting from XXX. The “LPR” and interest subsidy and the loan prime rate are calculated based on the loan contract, unless specified as being calculated based on the actual or benchmark interest rate. The “three major platforms” refer to the Ou Estuary Industrial Cluster, Zhenan Industrial Cluster and Wenzhou S&T Innovation Corridor around Daluo Mountain.

5．本政策自印发之日起施行，有效期至2022年12月31日，相关实施细则另行制定。本政策由温州市人民政府负责解释，具体由市政府办公室商市委宣传部、市发展改革委、市经信局、市科技局、市财政局、市人力社保局、市民政局、市住建局、市商务局、市文广旅局、市体育局、市市场监管局、市金融办、市体育局、市投促局等部门承担。本政策施行前，已按相关程序确定支持（包括有连续年限、符合条件但未兑现完毕）的项目，按原政策兑现，除此之外新申请的奖补项目，按本政策执行。本政策发布后，其他我市已发布的各相关市级产业政策与本政策不一致的，以本政策为准。本政策施行过程中如遇上级有法律法规和重大政策变化，本政策也作相应调整。

5. The Policies shall come into force on the date of issuance, and shall be valid until December 31, 2022, and the specific measures of implementation shall be formulated separately. The Policies shall be interpreted by the People’s Government of Wenzhou, and the specific works shall be undertaken by the Publicity Department of CPC Wenzhou Municipal Committee, Municipal Commission of Development and Reform, Municipal Economic and Information Bureau, Municipal Science & Technology Bureau, Municipal Finance Bureau, Municipal Bureau of Human Resources and Social Security, Municipal Civil Affairs Bureau, Municipal Housing and Urban Development Bureau, Municipal Bureau of Commerce, Municipal Administration of Culture, Broadcasting and Tourism, Municipal Sports Bureau, Municipal Market Supervision Bureau, Municipal Finance Office, Municipal Sports Bureau and Municipal Investment Promotion Bureau etc. Prior to the Policies, if a project is already eligible to the preferential treatment specified by existing policies, then it shall be rewarded or subsidized as per such policies (including the project with the reward period extending into the year when the Policies come into effect or the project with the reward not fully cashed in), otherwise, a project which is launched after the Policies come into effect shall be rewarded and subsidized as per the Policies. The Policies will prevail if it doesn’t agree with the existing municipal industrial policies. The Policies is subject to adjustment corresponding to any adjustment of the law, regulation or policy at higher level.
